About the Position: Serve as focal point of contact on inspections & reviews of administrative improvement & control programs for the Resident Office. Coordinate all fiscal functions involving the establishment of budgets & the maintenance & control of multiple funds covering all activities of the Resident Office, & subordinate Project Offices, operating budget. Interpret & implement regulations, policies, & keep all parties informed of budgetary matters.
Duties
You will maintain a stand-alone Resident Office operating budget.
Request and reviews issuance of requisitions for purchases to be made for items such as maintenance contracts, camera equipment, supplies peculiar to the construction field, other office equipment and supplies and reference materials.
Serve as focal point of contact on inspections and reviews of administrative improvement and control programs for the Resident Office.
Prepare travel orders/itineraries for others.
Review incoming correspondence routed to the Resident Engineer.
Analyze office workflow, space layout and job processes, and develops procedures to accomplish office mission.
As part of fiscal responsibilities, authorize and pay bills for the office's operating expenses, e.g., utilities, service contracts etc., after verifying that the required service has been performed.
At the GS-05 grade level, the duties are developmental in nature leading to the full performance level of GS-0303-06. The duties are described at the GS-06 level.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

GS-05: Specialized Experience: One year of specialized experience which includes using MS Word, Excel, Power Point, and Outlook to review and create a variety of documents and extract data to produce reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06: Specialized Experience: One year of specialized experience which includes using software programs such as MS Word, Excel, Power Point, and Outlook to review and create a variety of documents and extract data to produce reports AND experience tracking budgetary obligations and expenditure. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as public administration, business management, human resources, psychology, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
