This position is responsible for analyzing and evaluating major administrative aspects of substantive, mission-oriented programs. This is a temporary promotion NTE 120-day appointment. The selectee will return to the previously held position, maybe extended without further competition with the approval of the Medical Center Director at the selectee's duty location of record, or maybe converted to a permanent appointment without further competition.

Duties

Health Administration Services (HAS) provides administrative and technical oversight in areas of Ambulatory Care and Processing (Admissions, Eligibility, Enrollment, Registration, Compensation & Pension, Means Test, Lodging, and Administrative Office of the Day); Veterans Transportation and Beneficiary Travel; Outpatient Scheduling (Primary Care, Specialty Care and Mental Health at Tomah and the Community Based Outpatient Clinics); Centralized Call Center; Health Information Management Section (HIMS) (Coding, Release of Information, Medical Records and File Room/Scanning); and Unit Coordinators. Major duties: Program Management: Provides services, technical counsel, and planning necessary to meet clinical, procedural, legal, and administrative program requirements relating to the care and treatment of inpatients and outpatients. Provides a wide range of expertise on information systems and technology to higher level leadership within the facility and VISN. Implements VA Headquarters policies and regulations governing HAS, health information management practices, patient access, and patient transfer issues. Serves as a member of the Administrative Executive Council (AEC) which provides leadership for strategic planning, resource management, budget process, performance improvement, and for coordinating medical center-wide activities. Serves on key facility committees and task groups including Access, Performance Improvement, and Compliance. Develops and administers a formal, systematic performance improvement plan for reviewing, appraising, and improving each program within HAS. Responsible for assuring the services provided by this medical center meet the standards set by accrediting agencies, which govern the quality of care for the medical center. Represents the facility in public relations functions in the local community as well as in the jurisdictional area served by the medical center. Responsible for proper liaison between the medical center and its designated legal service and for informing management and staff on matters affecting patient administration. Ensures professional and clerical staff are familiar with legal requirements relating to their actions and decisions which have actual, or potential legal implications. Budget and Resource Management: Responsible for the management and control of funds, including obligation and authorization of payment for services provided. Develops the annual budget estimate for operations within HAS. Cooperates with other managers in the formulation of the medical center budget, including allocation of funds and recommendations to top management regarding staffing requirements, cost effective technological advances, equipment, projects, and supplies. Determines best approach for resolving budget shortfalls. Human Resources (HR) Management: Works with HR in the recruitment of employees for a wide-variety of technical and administrative disciplines. Develops and implements a viable, cost-effective organization, which manages positions within assigned FTEE, budget, and salary levels. Directs and appropriate system of rewards and discipline to achieve maximum employee productivity and enhance job satisfaction. Responsible for effective labor/employee relations, including disciplinary actions, by coordinating with HR. Works toward meeting established affirmative action goals and applies EEO program objectives. Acts in partnership with union representatives in addressing employee issues. Ensures effective training programs are in place to support the HAS program. Communicates effectively both orally and in writing. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS 12: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the healthcare management system; knowledge of analytical and evaluative methods and techniques; knowledge and understanding of management principles, practices, methods and techniques, and skills in integrating management plans into general management of medical operations; knowledge of management analysis, resource management, human resources management, and program analysis methods; knowledge of employee development and training principles, concepts, techniques and guidelines; knowledge of government-wide, agency and facility systems and requirements in various administrative areas such as budget and personnel; ability to analyze problems, formulate solutions, and present both written and oral recommendations; knowledge of budgetary and healthcare management principles and techniques; skill in application of fact finding and investigative techniques; and skill in supervision of managing a workforce. Specialized Experience GS 13: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. Work Environment: The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings. The work area is adequately lighted, heated and ventilated. May require occasional travel - through the use of commercial vehicles such as planes, trains, buses or automobiles.
