About the Position: The position is a lead position located within the Director Administration, Inpatient Administration Department, Naval Hospital, Jacksonville, Florida (NHJAX).
This is a Direct Hire Solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in Department of Defense (DoD) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Leads the work of 2 or more GS-4 Medical Records Technicians, 3 or more military personnel E1 to E6.
Provides training to new employees.
Distributes workload among employees.
Tracks the status and progress of work to assure timely completion.
Reports to supervisor on performance, progress and training needs of employees.
Works directly in compiling reports derived from statistical data entered in the EMR.
Ensures that charts received from the wards are assembled in proper chart arrangement and placed in appropriate medical record files.
Assists in other medical record functions, such as retrieving inpatient records for external research, teaching purposes, peer reviews and medical audits.
Makes suggestions as to material reviewed and availability of data.
Prepares, coordinate, completes, and certifies Birth Certificate and ensures accuracy prior to filing with State.
Responsible for the oversite and audit of patient valuables and personal effects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility for a T3 Security Clearance.
- A qualified typist is, required.
- Incumbent will be required to work shift work, weekends, and holidays.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience performing majority of the following which includes: Register patients in health care automated systems such as Electronic Medical Record (EMR); create, track, correct and merge medical records in the health care automated systems; analyze medical records for internal constancy and compliance with regulations; examine records to ensure proper sequence of document, presence of authorized signatures, and verify record is for proper patient; prepare, certify, complete, and submit birth registration certificates, ensuring proper documents are present in registration; coordinate and create correspondence for congratulatory birth registration letters; handles patient and staff complaints and concerns pertaining to clinic records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
PROFICIENCY REQUIREMENTS
CLERK-TYPIST, GS-2/4; OFFICE AUTOMATION CLERK/ASSISTANT (ANY GRADE); (TYPING) (ANY GRADE); AND (OFFICE AUTOMATION) (ANY GRADE):
Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
