About the Position: This position is with the CECOM ISEC Fort Detrick Engineering Directorate. Serves as a technical expert in one or more areas of telecommunications systems technology, such as data communications networks, telecommunications switching/ transmission systems
Duties
Contracting Officer Technical Representative (COTR) and as an Information Technology (IT) expert.
As a command technical authority, provides expert advice on the design and modification of Local Area Network (LAN)/Wireless Local Area
Network (WLAN) throughout CONUS and OCONUS.
Providing expertise in contracting support with a focus in Information Technology (IT) upgrades within medical facilities.
Acts as Contracting Officer Technical Representative (COTR) and liaison between Government project personnel/management, the contracting office and contractors.
An expert systems designer responsible for surveying, designing, and implementation of network for medical facilities
Reviews all contractor deliverables including: Travel Authorization Request (TAR), invoices, List of Materials (LOM); and the creation of:
Acquisition Requirements Package (ARP), Monthly Progress Reports (MPR) and contract modifications.
Has an understanding of the processes of transferring, accepting, and obligating funds on a contract.
Highly skilled in communicating and working with several diverse teams outside of the hiring organization, including leading the Source
Selection Evaluation Board (SSEB).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a Secret security clearance.
- Selectees must meet position requirements for certification in the Acquisition Career Field Engineering and Technical Management within 24 months of entrance on duty.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Occasional temporary duty (TDY) travel is required away from the duty station up to 25%

Specialized experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes experience 1) governmental contracting (i.e. processes and documentation, awarding contracts, monitoring contracts, execution of contracts, contract modifications, and close-out of contracts), 2) implementing IT wired and wireless network designs, 3) preparing engineering requirement documents (i.e. statements of work, engineering design plans), 4) oral and written communications.
