Duties

The incumbent serves as the Environmental Protection Specialist for all District Eight Waterways Management and Aids to Navigation programs.

Requirements

Qualifications

At the GS-13 grade level:  Applicants must have one year specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes:  Serving as Contingency Plan and Exercise Program Manager, performing all duties with full authority for management of the program. Developing mission performance standards with effectiveness measures to ensure the accomplishment of strategic and tactical goals. Maintaining contact with federal, state, provincial, and local agencies, industrial and other organizations in the U.S. and Canada with concerns related to spills of oil and hazardous substances. Conferring with other environmental managers and specialists in pollution response agencies to ensure that local contingency plans, agreements, and decision criteria among agencies are accurate and compatible with national and international response regimes. Providing technical support and direction to Area Committees for continuous development of Area Contingency Plans (ACP) and exercises necessary for their continual improvement. Coordinating meetings, activities, reports, and direct incident-specific response activities of Regional Response Teams (RRT) and US-Canadian Joint Response Team (JRT), in support of the Incident Management and Preparedness Advisor (IMPA). Developing and maintaining contingency planning and exercise program budgets. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
