This position is located at the Edward Hines Jr. Veterans Hospital, (578) Hines, IL - a complexity level la VHA facility, and organizationally aligned to the Dental Service. The primary purpose of this position is to support the Chief, Dental Service. In this capacity, the incumbent renders day-to-day support to the Chief, permitting the Chief to attend to and concentrate on the major and other various significant aspects of the Dental Service.

Duties

- The incumbent will coordinate duties in areas of clerical, administration, and personnel. This encompasses researching information, planning, advising, assigning and supervising clerical matters involving the Dental Service. The incumbent is responsible for the completion of a major portion of the administrative functions within the service. - The incumbent investigates, reviews and prepares reports and replies to memoranda and correspondence received in the service. Participates in the continuous updating of memoranda pertaining to the service through research and knowledge of regulations and guidelines. Assures that all administrative activities in the Service are properly executed to completion. The incumbent assists the Service Chief in the formulation of service goals and objectives and in the initiation of new policies and procedures as they relate to the effectiveness and efficiency of administrative and clerical aspects of the service. - The incumbent is responsible for assuring that adequate disciplinary documentation is maintained. Documentation includes problem identification, discussions, conclusions, recommendations, actions, evaluation of actions taken and follow-up of reports to the Chief. Works independently in the area of personnel functions as the primary contact with the Human Resources Management Service, coordinating all personnel procedures between Service and Personnel concerning classification actions, staffing, recruitment, employee relations and training. - The incumbent provides in-depth advice, assistance, and courses of action to Service Supervisors and Staff on such matters as grievances, disciplinary actions, classification actions, staffing, recruitment, placement, and training. The incumbent works independently on these actions and confers with the Chief only for general guidance. Conducts research and performs special studies covering activities which are in need of re-evaluation or have become problem areas. Provides assistance on the application of qualitative or quantitative analytical methods to be used in problem solving. - Occasionally, the incumbent is delegated specific assignments by the Chief. These tasks are assigned in general terms and the incumbent must determine approaches to complete assignments. Incumbent has latitude in determining methods and establishing boundaries in such assignments. Serves as Primary Timekeeper for the Dental Service. -The Program Specialist works in partnership with the MSA Supervisor (PAS), in providing both administrative and technical guidance of the GS-6 Program Support Assistant and GS-5 MSA staff. Is delegated the following leadership responsibilities which are exercised on a recurring basis: - Helps plan work to be accomplished by front desk staff, setting and adjusting short-term priorities. - In the absence and on behalf of MSA Supervisor, assigns work to front desk staff based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. - Gives advice, counsel, or instructions to employees on both work and administrative matters. - Hears and resolves complaints from employees, refers group grievances and more serious, unresolved complaints to the Chief. - Identifies and arranges for developmental and training needs; and - Finds ways to improve production and increase the quality of work directed. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience includes: applying healthcare policies, procedures, and regulations to clinical functions, utilizing healthcare systems such as VistA, DHCP, CPRS, and appointment management software, applying oral and written communication skills; pulling reports; providing guidance and training to medical center staff; assisting internal and external customers; analyzing patient encounters and provider workload data related to Primary Care; making recommendations to management based on data; utilizing a wide variety of software for clinical data entry and retrieval; and applying clinical practices as they relate to PCMM, clinical creation, and maintenance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work performed in this position is sedentary, and in an office setting where only light physical exertion is required. There may be some instances that involve lifting, bending, stooping, stretching, pushing, reaching, and walking long distances to other offices.
