The primary purpose of this position is to to be responsible for PACAF force development programs to include creating, developing, implementing and evaluating and otherwise administering all policies, programs, objectives procedures, human and other resources necessary to effectively accomplish all aspects of the branch mission.
Duties
Leads, plans, organizes, and directs the activities of Headquarters PACAF Force Development Programs, ensuring that program goals, plans and procedures dealing with the development and operation of command? wide force development functions and activities comply with legal and regulatory requirements and meet customer needs.
Determines, develops and manages force development requirements, priorities and funding.
Is the chief consultant, evaluator, and troubleshooter for MAJCOM and base level force development program areas, assures the effective integration of all plans, projects and priorities in developing, implementing and monitoring command-wide force development programs.
Functions as the PACAF OPR for all Force Development Program areas (enlisted professional military education, officer professional military education, civilian training, first term airman development and career assistance advisors). Advises and assists MAJCOM and base-level personnel on development, execution and evaluation of professional development programs.
Serves as a HQ PACAF Staff Action Officer.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: skill in applying, advanced concepts, principles, practices, laws, regulations and practices of the force development, education, and HR development programs, sufficient to: serve as the HQ PACAF focal point for these program areas. Ability to fully grasp the relationships between subordinate and senior levels of management within the Air Force and DoD; and a wide range of qualitative and/or quantitative methods sufficient to: design and conduct comprehensive force development, education, and/or HR studies characterized by boundaries that are extremely broad and difficult to determine in advance; identify and propose solutions to problems and issues that are characterized by their breadth, importance, and severity and for which previous studies and established techniques are frequently inadequate; collaborate with and/or lead management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives; develop recommendations for legislation that would modify the way PACAF conducts programs, evaluate new or modified legislation for projected impact upon existing PACAF civilian personnel programs, or translate complex legislation to meet PACAF program needs; plan, organize, and/or direct team efforts to persuade management officials to accept and implement recommendations, where the proposals involve substantial PACAF civilian resources or require extensive changes in established procedures and methods. Knowledge of force development programs, processes or similar processes in order to manage and oversee a comprehensive training program. Knowledge of military organizational structure, protocol, and similar matters.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of force development programs, processes or similar processes in order to manage and oversee a comprehensive training program.
2. Knowledge of military organizational structure, protocol, and similar matters.
3. Knowledge of safety and security regulations, practices, and procedures.
4. Ability to communicate effectively, both orally and in writing.
5. Skill in the use of automation software and related equipment.
6. Ability to plan and organize work and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
