The Lead Medical Technician serves in Specimen Procurement & Processing Department of Pathology & Laboratory Medicine Service (P&LMS), Professional Services, Carl T. Hayden VA Medical Center, Veterans Health Administration, Department of Veterans Affairs, Phoenix, AZ.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but may not be limited to the following: Provides direction for Phlebotomy daily operations: Prepares the monthly schedule duty assignment for all staff in the Phlebotomy Department when the Phlebotomy Supervisor is unavailable or delegates the duty. Assigns personnel to the various subsections within the section (e.g., send outs, inpatient, outpatient, STAT draws, AM rounds) in a fair and equitable rotation to ensure accomplishment of the work within the standards of turn-around-time and acceptable limits of quality. Coordinates phlebotomy student externship rotations with the affiliated school phlebotomy programs. Ensures appropriate paperwork is filled out prior to the students starting their externship. Enters student information into PIV. Serves as acting inpatient or outpatient lead and/or acting Phlebotomy Supervisor when required. Acts upon leave requests consistent with Medical Center policies in absence of the Phlebotomy Supervisor. Keeps an accurate and updated record of personnel attendance both on paper and in the VISTA System to assist the Phlebotomy Supervisor and Pathology and Laboratory Medicine Service timekeeper. Send out test processing test verification: Maintains proper receipt and accessioning of specimens; processing specimens (centrifugation, labeling, pour-offs); entering and verifying results. Follows up on misdraws, deletions, cancellations, and incompletes, reviewing LEDI orders, ordering send out tests, delivery of specimens, temp verification of incoming specimens, etc. Manages the timely and proper distribution of specimens to the appropriate section or reference laboratories. Utilizes Attention and good judgment in prioritizing and stipulating the requestedurgencies of laboratory orders. Manages workload assessment. Phlebotomy and Specimen Collection: Obtains venous blood samples by aseptic venipuncture technique. Special requirements may be necessary when unusual testing is required. Identifies the patient before obtaining any specimen and properly labels the specimen following specimen procurement according to established procedure. Performs all phlebotomies and tests/examinations offered in section within acceptable tum-around-times. Provides coverage to other sections of the laboratory to assist in performance of moderate complexity laboratory tests. Performs other duties as assigned. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: "Having experience performing phlebotomy/blood draws on human patients." and ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. In additionto meeting the selective placement factor above, and language proficiency you must also meet one of the following additional experiences and/or education requirements. Select the statement below that best describes your experiences and/or education to meet the specific qualification requirements for this position. SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience that equipped them with the knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to the position to be filled. To be creditable, this experience must have been equivalent to at least the GS-5 level in Federal service. Examples of qualifying specialized experience include a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic, and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-6: Successful completion of six (6) months of graduate level education that is directly related to the work of the position to be filled. This education must have been obtained in an accredited college or university. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, eighteen (18) semester hours should be considered as satisfying the one (1) year of full-time requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPT REQUIRED) OR COMBINING EDUCATION AND EXPERIENCE GS-6: Combination of successfully completed graduate education and experience may be used to meet total qualification requirements to qualify at the GS-6 level. (TRANSCRIPT REQUIRED) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analytical ReasoningClericalDiagnostic Medical TestingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work requires moderate physical exertion, such as regular and recurring running, walking, stooping, or bending to collect blood or record information. In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. There is a special requirement for agility and dexterity such as exceptional hand eye coordination and sense of touch.
