About the Position: This position is with Bayne-Jones Army Community Hospital (BJACH) located at Fort Johnson, Louisiana. This position is the primary facilitator for Systems Administration within the facility and its supports clinics, buildings, and units. Incumbent is responsible for the management of the clinical information systems. This is a Direct Hire Solicitation utilizing the Direct-Hire Authority for Certain Personnel of the DoD Workforce.

Duties

Manage portfolio of IT expenditures to satisfy clinical mission area outcomes and associated business capabilities. Ensure the products and work delivered meet all established contractual requirements as the on-site government agent. Plan and implement programs to maintain compliance with The Joint Commission. Manage a multiple disciplinary team devoted to preparing the organization to meet the Information Management Guidelines Conduct risk and vulnerability assessments of planned and installed information systems to identify protection needs. Develop requirements for Information Management systems. Participate in the strategic planning for medical electronic commerce initiatives enhancing electronic medical systems.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • A pre-placement medical examination is required.
  • Up to 5% Business Travel required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Moderate to heavy lifting up to 40 pounds is required.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
  • Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.
  • May be required to possess and maintain a valid stateside driver's license.
  • This position requires a CompTIA "Security+" Certification or higher in accordance with (IAW) DoDD 8570.01, DoD 8570.01-M. Once certified, the incumbent must meet the continuing education training requirements as outlined in DoD 8570.01-M.
  • This position is designated as Information Assurance Technician Certificate at level II (IAT-II). Compliance with Department of Defense Directive (DoDD) 8570.01.
  • The position may require the incumbent to work on any day or shift, including extended days, evenings, nights, weekends, holidays, and or on an "on call" basis, necessary to meet mission requirements.

Specialized and Other Experience: One year of specialized experience which includes 1) ensuring network compliance with organization guidance; 2) coordinating implementation of an information management program; AND 3) conducting risk assessments to identify vulnerabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
