This position is located in the National Ocean Service (NOS), Center for Operational Oceanographic and Services (CO-OPS), Information Services Division (ISD), with one vacancy in either Silver Spring, MD or Chesapeake, VA.
Duties
As an IT Specialist (INFOSEC), you will perform the following duties:
Designated the Information System Security Officer (ISSO) responsible for implementing organization-wide Information Technology (IT) Security Program to maintain the confidentiality, integrity, and availability of assigned Information System.
Apply IT security principles and methods to include development and dissemination of IT security policies and practices to protect information assets in compliance with the Federal Information System Management Act (FISMA). Identify, analyze, and document risk to computer systems, including continuous monitoring of system components, vulnerability scanning and remediation, coordinating security incidents, change management, and deployment of security controls in compliance with antivirus and security procedures.
Contribute to the Assessment & Authorization (A&A) process, including, but not limited to, updating required System Security Plans (SSP) and other security documentation, participating in security assessment interviews and briefings, and ensuring related artifacts are created and maintained for the Center for Operational Oceanographic Products and Services (CO-OPS).
Responsible for the development, research, reporting, and closure of Plans of Actions and Milestones (POAMs) for identified system deficiencies.
Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Performing system analysis to identify the need for changes or improvements based on new security technologies or threats;
Implementing Federal Information Security Modernization Act (FISMA) or comparable practices for identified system deficiencies; and
Developing recommendations, guidance or operating procedures for Information Technology (IT) system security.
