This vacancy is for a Supv Information Technology Specialist (Network) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Supv IT Specialist (Network), 2210, 14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Provides managerial supervision and guidance/direction in the planning, designing, securing, testing, monitoring, maintaining, installing, implementing, and troubleshooting of information technology hardware and software. Works closely with staff to identify requirements, troubleshoot and resolve complex network problems and incorporate effective technologies in both ongoing and planned network related projects. Researches new and emerging technologies and identifies benefits, risks, and costs related to these technologies. Manages the support of subject-matter users by developing and designing and supporting LAN/WAN network infrastructures for technologies needed to support user requirements. Assigns work to subordinates; interviews prospective candidates; evaluates present employees; recommends appropriate actions regarding hiring, promotion, and reassignment; Provides advice and instruction to subordinates regarding training needs and providing developmental assignments. Provides guidance and direction in the preparation of policy, procedures, configurations, and specification for the acquisition and installation of WAN hardware and software application. Conducts highly technical and specialized studies on telecommunication hardware and system level evaluations of network routers and switches for high-speed data and voice communication.

Qualifications

If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once permitted to return to the office building, you will be expected to do so within 30 calendar days of receiving notification. At that time, you may be eligible to continue to telework or work remotely two or more days a pay period consistent with the Census Bureau's flexible telework and remote work policies and approval from your supervisor. Minimum Requirements: Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Experience for this position includes: leading the planning, design, security, testing, analysis, installation, implementation, maintenance, monitoring, and documentation of Local Area Networks (LANs), Wide Area Networks (WANs), Wireless Networking, Call Centers, Voice Over Internet Protocol (VOIP) technologies, Internet, and Application Delivery Controllers (ADC) / Application Load-balancing; this includes both hardware based and native cloud-based systems. Additionally, candidate must have experience configuring / troubleshooting/maintaining reverse proxy, Web Application Firewalls (WAF), TLS/SSL, recommending new technologies, working with customers to gather requirements, analyzing customer requirements, securing systems in accordance with National Institute of Standards and Technology (NIST) and Cybersecurity and Infrastructure Security Agency (CISA) standards, and troubleshooting complex challenges/problems for resolution. Education can not be substituted at this level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
