VA Connecticut Healthcare System is searching for an Inventory Management Specialist EX to join their team. This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s)

Duties

This vacancy is is designed as a career path from the GS-07 level to the full performance level of GS-09. The duties of this position include but are not limited to the following: Plans and reviews all inventory processes, functions, and related systems. Conducts wall-to-wall and periodic inventories. Maintains perpetual inventory accounts for expendable items. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment. Analyzes data that impact procurement decisions. Conducts market research on product pricing and performance. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative and historical usage patterns. Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance. Identifies and rectifies inventory management issues. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment. Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies. Analyzes and advises customers on supply/durable medical equipment purchase recommendations. Conducts data/information analysis for acquisition planning associated with durable medical equipment. Researches alternative sources for equipment procurement. Administers an expendable inventory management program. Coordinates with property managers for disposal of surplus or excess supplies. Recommends actions to eliminate problems involved in delivering services to inventory customers. Advises and informs stakeholders concerning the management, control and accountability of expendable items in use. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems. Prepares submissions to obtain approval and/or funding for national level expendable supply contracts. Maintains inventory control records in an automated system. Compiles and analyzes performance measures and implements process improvements. Conducts effectiveness/efficiency reviews. Computes requirements for supplies and durable medical equipment. Utilizes automated inventory management system to maintain current inventory data. Researches and develops solutions to complex and routine problems. Traces sequences of inventory management transactions to resolve questions. Manages inventory, independently sets initial stock and par levels, and reorders points and resolves issues. Formulates improved inventory management procedures and practices. Determines the means and methods to resolve issues and improve operations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level GS-07 does not guarantee promotion to the full performance level GS-09. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position you must have served 52 weeks at the GS-07 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE DETERMINATION: GS-07 Inventory Management Specialist EX : You must qualify based on your specialized experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a variety of expendable items and durable medical equipment; forecasting short and long range inventory needs; analyzing inventory management reports and the effectiveness of various options proposed to provide supply support; utilizing automated inventory management systems to maintain current inventory data; researching and analyzing information to resolve questions and issues, and implementing federal and agency programs for the return and reutilization of medical supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. For this occupation you need an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelors degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GRADE DETERMINATION: GS-09 Inventory Management Specialist EX : You must qualify based on your specialized experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a variety of expendable items and durable medical equipment; developing and supporting the creation of acquisition strategies to acquire and purchase durable medical equipment; implementing federal and agency programs for the return and reutilization of medical supplies; utilizing best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance; and serving as a point of contact for the coordination of material support and the resolution of logistics problems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. For this occupation you need an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment. Work Environment: Work is primarily performed in normal office surroundings involving everyday risks or discomforts which require normal safety precautions. Required to use safe work practices with office equipment, avoid trips or falls and observe fire regulations and traffic signs. Frequent trips outside are required for visits to the other areas of the Medical Center; such as the warehouse and some Veteran care areas, in order to resolve problems, cover for other members in the unit, attend meetings and training.
