This Inventory Management Specialist position is located at the West Haven VA medical Center under the Safety and Emergency Management service line. The position serves the hazardous materials inventory specialist for the VA Connecticut Healthcare System (VACT) in support of the Hazardous Materials Management Program (HMMP) and Green Environmental Management System (GEMS).
Duties
Major duties include but are not limited to:
Inspects and utilizes hazardous material compatibility storage techniques.
Inventory management of all hazardous materials purchased for and/or installed in the medical center and outpatient clinics.
Maintains and updates hazardous material inventory databases for VACT.
Ensures requesters are eligible to receive hazardous material.
Ensures HAZMAT issue and usage conform to all appropriate OSHA and EPA regulations and VA requirements.
Analyzes discrepancies and takes corrective actions required to bring the inventories into balance.
Reviews requests for supplies and services from departments for adequate description, sufficient funds, and realistic delivery requirements.
Coordinates asbestos abatement projects for response actions including air monitoring, sampling, and reviewing results.
Provides copies of periodic surveillance reports to Safety Officer and Industrial Hygienist.
Investigates and evaluates hazardous materials related incidents and injuries as well as all safety and health concerns regardless of injury to staff.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. (This is separate from your experience and is mandated by statutory and regulatory requirements.)
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You must qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining and updating hazardous material inventory databases; Assisting program managers in process of previewing hazardous material requests; Ensuring requesters are eligible to receive hazardous material; Entering approved chemical products into HAZMAT tracking system; Inspecting and utilizing hazardous material compatibility storage techniques; Ensuring general storage areas are neat and orderly; and Ensuring HAZMAT issue and usage conform to all appropriate OSHA, EPA regulations and VA requirements. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09. The education and experience must be directly related to the work of the position to be filled.
Preferred Experience: One year of experience with safety data sheet and chemical inventories.

Physical Requirements: The work requires considerable and strenuous physical exertion, such as lifting heavy objects over 50 pounds, moving of materials around the facility, and standing, walking, bending, stooping and reaching when stocking and retrieving items from storage or during safety rounds.
