This position is located in the Office of the Associate Administrator and Chief Operating Officer
(COO), Management, Technology and Finance (MTF), Food and Nutrition Service (FNS), United
States Department of Agriculture (USDA).
Duties
Serves as the operational and strategic advisor to the Chief Operating Officer (COO) and participates in all aspects of projects, studies and analyses of the FNS Management, Technology and Finance (MTF) operations.
Lead broad and extensive studies, and make recommendations for solutions to managerial and financial problems to resolve conventional problems and situations in budgeting and accounting, organizational structure, and human capital management.
Ensure the Chief Operating Officer (COO) and other leaders have information needed to strategically plan and identify areas for improved efficiency, effectiveness and program integrity.
Build coalitions with Mission Area stakeholders and Program Managers assigned to specific acquisition programs/projects.
Provides recommendations regarding the establishment of management processes. Establishes policies and procedures for the effective and economical operations of the MTF programs in planning and budget execution, and internal and external audits.
Organizes work groups and studies to formulate and negotiate recommendations effectively with management in order to facilitate acceptance and implementation. Maintains effective working relationships with internal and external Program offices.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.).
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-15: Applicants must possess one year of specialized experience equivalent to the GS-14 in the Federal and or Public Service. Specialized experience is defined as:
Managing principles and processes to perform program or project management duties;
Exercising delegated authority to oversee the overall planning, direction, and timely execution of a program;
Serving as a project manager for multiple mission area projects; and
Experience leading or managing programs and project studies to improve the efficiency and effectiveness of work processes and operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
