This position is located in the Operations Planning and Innovation within the office of the Principal Deputy Assistant Secretary of Diplomatic Security, Bureau of Diplomatic Security (DS/DSS/OPI). You will serve as a Senior Operations Planning Specialist responsible for developing and maintaining operation plans for major programs and operations, fostering innovative operational approaches to support security operations, and providing expert advice, guidance and assistance.
Duties
Serves as primary point of contact for Operational Planning Teams at the operational and strategic level in order to develop plans and courses of action for senior leaders to consider.
Provides advice and guidance to senior leadership through lessons learned exercises that will feed into the Bureaus DS Center for Lessons Learned Program.
Establishes standard operating procedures and manages editorial process for lessons learned products, to include editing and rewriting products as needed.
Develops comprehensive scenario-based operations plans to be executed by appropriate Diplomatic Security directorates. Works closely with managers covered by the plans to ensure each organization's specific operational requirements are accurate.
Estimates and ensures the availability of appropriate personnel, equipment and fiscal support required to execute approved operations plans. Forecasts and monitors the availability of resources required to support future operations.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience developing and implementing policies, plans and methods related to contingency mission planning where the goal is to enhance the execution of security mandates; -Experience overseeing or directing the planning of security operations and activities; and -Experience analyzing and evaluating information affecting frequently changing global security conditions.
There is no substitute of education for specialized experience for the GS-14 position.
