The incumbent serves as a Human Resources Specialist for the Department of the Treasury's Office of Executive & Human Capital Services. As a technical expert and senior specialist, the incumbent's role is to support the Program Manager in implementing executive resources programs and policies and providing a full range of services related to executive employment, development, compensation, performance management, awards, and reporting/data management.

Duties

As an HR Specialist (Executive Resources), you will: Coordinate with Treasury bureaus, senior Treasury officials, and OPM to place individuals in Senior Executive Service (SES) and Senior-Level (SL) positions, and effect political appointments (e.g., non-career SES, Schedule C and PAS) in accordance with statute, OPM regulations, and Departmental policy. Advise managers and human resources staff regarding recruitment alternatives, review and transmit requests for Qualifications Review Board certification and Noncareer and Limited Term SES and Schedule C requests for approval to OPM, monitor status of cases, and coordinate notifications and documentation of completed actions. Assess trends, identify recurring problem areas and propose system and/or policy changes to improve outcomes and meet organizational needs. Oversee the Department's SES Candidate Development Program, providing guidance on requirements and processes to executive resources contacts and monitoring bureau activity for compliance with OPM rules and Treasury's approved policy. Work with bureaus to develop detailed implementation plans, identify outreach opportunities to promote diversity, and develop options to improve placement and onboarding of certified candidates. Maintain awareness of regulatory, legislative and OPM policy changes, analyze proposals and issuances, and evaluate potential impact on executive resource programs. Develop alternatives and recommendations for implementing changes and outline strategies and plans for communicating to stakeholders.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-14 is defined as one year of experience equivalent to the GS-13 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as ALL of the following: Advanced technical knowledge and operational experience of human resources management principles, practices, and requirements as they relate to the management of executive resources; AND Experience in analyzing and compiling qualitative and quantitative data from various sources, synthesizing findings, and presenting complex information clearly and concisely; AND Demonstrated skill in expressing and presenting ideas, both orally and in writing, to provide technical assistance and to establish and maintain sound working relationships The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
