The Social Work - Whole Health/Special Populations Program Manager position is organizationally aligned within the VISN 15. Patient care functions are very diverse and include one spinal cord injury center, a blind rehabilitation, nursing home care units, mental health residential treatment programs, research programs, rehabilitation services, and extensive mental health and outreach programs, in addition to inpatient acute care, outpatient and primary care

Duties

The Veterans Integrated Services Network (VISN) 15 Social Work Whole Health / Special Populations Program Manager serves to provide oversight and monitor efficacy of various clinical programs. The Social Work/ Whole Health - Special Populations Program Manager is assigned to manage, direct and oversee the administrative and clinical aspects of social work services and special population programs including: Whole Health Programming, Care Coordination and Integrated Case Management to include flow initiatives, Domestic Violence/Intimate Partner Violence, Transition and Care Management (OEF/OIF/OND), Fisher House Program, Lesbian Gay Bisexual Transgender (LGBT) + Program, Post Deployment-Environmental Health, and Native American Health within VISN 15. The incumbent provides leadership in establishing, coordinating, and integrating accessible quality healthcare delivery systems throughout the VIS Administer information dissemination and analytical systems to evaluate and enhance the quality of services provided to patients. Collaborate with VACO, VISN, healthcare system leadership, community agencies, as well as facility level program managers/coordinators in creating and executing the mission, vision, and priorities of healthcare delivery to special populations. Improve healthcare delivery by partnering and collaborating with internal and external stakeholders who deliver clinical, preventive and support care to Veterans, their families and organizations that represent and support Veteran healthcare needs. Serve as the key contact/liaison to VA Central Office officials in program areas assigned. Provide administrative technical and clinical oversight and direction necessary for accomplishing the work of the program including outreach efforts, education, CBOC involvement and efforts at other sites within all HCSs in VISN 15. Work in a high-stress environment, possibly in austere conditions or an emergency setting Treat or provide direct patient care within the requirements of practice/privileges/licensure Monitor programs and services to ensure compliance with VHA, VISN and local policy, accreditation, and regulatory agencies standards, as well as national VA standards and public law. Ensure qualifications and required certifications are maintained, Assist the Chief Nursing Officer (CNO) and Chief Medical Officer (CMO) as program needs are identified. This may include participation in decision making to analyze problems and develop action plans/solutions, needs assessment and strategy development. Support expedition of services to Veterans and leadership within the catchment area; may represent the CNO during absences. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Social Workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3 Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Experience: One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Grade Determinations: GS-14 Grade requirements: To be eligible for the GS-14 (Social Worker) must possess one year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition to the experience above, the candidate must demonstrate all the following Knowledge, Skills, and Abilities: Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). The full performance level of this vacancy is GS-14 The actual grade at which an applicant may be selected for this vacancy is in the range of GS-14 to GS-14. Preferred Experience and Certifications National Certifications: Academy of Certified Social Workers (ACSW); Diplomate in Clinical Social Work (DCSW); Certified Advanced Social Work Case Manager (C-ASWCM); Certified Social Worker in Health Care (C-SWHC); Military Service Members, Veterans, and Their Families - Advanced Social Worker (MVF-ASW); Military Service Members, Veterans, and Their Families - Clinical Social Worker (MVF-CSW) At least two years should be in an area of specialized social work practice. 3-5 years social work experience in hospital or outpatient clinical setting is preferred. >1 year experience in whole health services >2 years experience in case management or care coordination. Experience with VA Care Coordination - Integrated Case Management (CC&ICM) program Experience with VA Domestic / Intimate Partner Violence Experience with VA Mental Health - Social Work Services Full independent licensure at the advanced practice level Experience as Chief or Deputy Chief of Social Work Services or 2-4 years of progressive supervisory experience Knowledge in Whole Health, Complementary & Integrated Health, and Employee Whole Health; Knowledge and Understanding of Licensure and Credentialing and Privileging Oral and Written Presentation Skills Organizational Performance Analysis and Improvement. Lean Six Sigma and Change Management Principles Experience in conducting visits to impacted areas and emergency shelters, possibly in conjunction with VA Disaster Emergency Medical Personal System (DEMPS) or other Emergency Management response protocols Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-39 Social Worker Qualification Standard.
