This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Health Care System (CVHCS). The Project Manager is a staff position responsible for overall project management and delivery on all lease and community expansion projects.
Duties
Duties include but are not limited to:
Project Management
Serves as Project Manager for leases and other special projects responsible for the overall management, control, coordination and execution of assigned projects.
Serves as Contracting Officer's Technical Representative (COTR) for all delegated leases to aide in fiscal, infrastructure, activation and related issues to managing the terms of the off-site leases.
Controls and manages leasing project milestones and budgets from planning through construction and initial operations.
Directs the development, construction and activation of new and renovated facilities to meet the health care needs of Veterans.
Maintains confidentiality of all office matters and executes discretion in the release of all information.
Research and Analysis Work
Researches and/or analyzes problems, issues, or program requirements.
Gathers and maintains complex data via resources such as Pyramid Analytics, the VA Space and Equipment Planning module, the Capital Asset Inventory and Tableau to evaluate, develop, and implement the required systems and resource planning elements (space, construction, FTEE, etc.) to meet VHA, VISN, and VAMC mission goals and objectives for all leased spaces.
Initiates and/or participates in special projects, ongoing analysis, and initiatives that have a high priority for Senior Management.
Develops approaches and analytical techniques to perform a variety of duties related to special projects involving clinical or administrative services.
Group Facilitation
Responsible for coordinating internal meetings with departmental leadership impacted by the project with VISN and Medical Center leadership, VACO departments and the Architectural firm to determine space needs and develop schematic floor plans and schedules.
Develops and facilitates contact with healthcare institutions, federal, state, and community agencies relevant to leasing activities to identify and resolve problems and questions that come up regarding leasing projects.
Program Administration
Oversees space management for VHA leased space and in addition for VNDoD facilities, and manages the Capital Asset Inventory for all leased space.
Prepares, reviews, and/or monitors an overall plan on all facility lease projects.
Works directly with the Associate Director, Facility Planner, and other management officials in coordinating and administering the space management program for all sites.
Performs other directly related duties as assigned
Work Schedule: Monday-Friday, 8:00am-4:30pm or 7:00am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; ability to prepare annual operating budget for an organization; responsible for overall management, control, coordination and execution of assigned projects within an organization.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
