This position is located in the Data Integrity and Financial Reporting Branch. The incumbent will assist in applying accounting principles and performing data analysis to resolve accounting discrepancies related to reconciling cash and general ledger account balances. Reviews and analyzes financial reports, identifying anomalies. Reviews laws, regulations, USDA policies and directives to gain an understanding and skill in evaluating financial transactions.
Duties
Serves as the technical expert; provides professional advice on financial/accounting matters concerning matters of financial input, reconciliation, accounting controls and financial reporting responsibilities for FNS programs.
Performs analysis of the accounting operations supporting the Automated Program Accounting System.
Identifies problem area or deficiencies and develops systems recommending corrective action of identified problems, deficiencies, or for more efficient operation.
Coordinates the resolution of accounting problems with the stakeholders in revisions or improvements to the Program Accounting Systems that incorporates developed recommendations on new laws, new applications, or guidance from external sources.
Monitors the implementation to assure system complies with needed requirement
Develops and maintains Branch procedures for preparing accounting entries which includes beginning of fiscal year entries: entries for end-of-accounting period, end-of fiscal year end closing accounting records.
Attends decision making meetings with managers and supervisors and furnishes accurate data that relates to the financial status of funds reviews. Recommends uses of accounting data that will assist managers in their management process.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
For the GS-0510, Accountant applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit business law.
OR
Successful completion of at least 4 years of experience in accounting or an equivalent combination of accounting experience, college- education, and training that provided professional accounting knowledge. My combination of education and experience includes one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
(a) You have successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined a demonstration and a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A;
and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, education, training, and my experience fully meet the specified requirements.
In addition to the basic requirements, applicants must also meet the specialized experience below:
To qualify at the GS-07 level, you must meet the following: your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-5 level or equivalent in the federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:
1) Monitoring and reconciling accounts receivable and payable activities to subsidiary ledgers and to general ledgers;
2) Research issues involving accounts receivable and/or accounts payable using accepted financial and accounting methods; and
3) Applying federal accounting standards, OMB and Treasury guidelines, laws, regulations, and financial management principles to execute financial reporting and management activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
