This position is located in the Department of Department of Compact Operations, Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band MC-3B which is generally equal to GS-14.
Duties
Supports portfolio analysis, process development and improvement, and integrated program management functions and leads execution of key business processes.
Develops guidance, tools, and trainings to improve project management capacity at MCAs and with MCC staff. Delivers trainings for MCA and MCC staff on project management topics and responds to requests for feedback and support.
Evaluates and utilizes the most appropriate analytical tools and methodologies to support portfolio analysis, process development and improvement, and integrated program management functions.
Performs financial analysis to assist the DCO management team in portfolio analysis. Analyzes financial trends that affect or impact business operations or project activities.
Leads in the development of key managerial reports and dashboards related to MCC's core mission. Assists DCO management with data calls as needed.

Requirements
- Must be able to obtain and maintain a federal security clearance
- More than 1 job may be filled if additional vacancies occur within 120 days
- Relocation expenses will not be paid
- Some domestic and international travel may be required
Qualifications
To qualify for pay band 3B applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as; supporting portfolio analysis, process development and improvement, and integrated program management functions; developing guidance, tools, and trainings to improve project management capacity; and preparing oral and written reports, presentations, spreadsheets. Note: This experience MUST be well documented within your resume or application
Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 4A or GS-13 to be eligible for pay band 3B.
