This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for (DHA Certain Personnel Workforce for DoD) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Construction Control Representative, GS-0809-08/09position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Construction Division.
Duties
Oversight of contractor operations to determine whether they comply with wage and hour, equal employment opportunity, or other labor laws and regulations.
Regularly visit construction sites to monitor the performance of other construction representatives.
Observes and investigates all construction phases to ensure compliance with contract schedules, specifications and shop drawings; identify actual or potential problems and determine necessity for changes or remedial action.
Incumbent participates in design review conferences with Project Manager, Area Engineer, Resident Engineer, and design engineers/architects.
Attend pre-construction conferences to discuss and clarify principal construction features and inform contractors of requirements concerning construction scheduling/progress reporting, safety measures, wage/hour law observance, etc.
Review plans and specifications prior to contract advertisement to determine practicability from construction viewpoint, whether physical obstructions or other difficulties have been anticipated, and whether materials selected are readily available.
Compiles data and prepares a variety of correspondence and reports to include letters to contractors concerning safety matters or to resolve differences of opinion over plans and specifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to lift or carry items in the weight range of 25-49 pounds.
- Incumbent may be required to work the following various shifts/tour of duty:
a. Normal Shift (0630-1500)
b. Swing Shift (1530-2400)
c. Third Shift 2350-0800)
- You may be expected to travel up to 25% of the time for this position.

GS-08 Specialized Experience: Specialized Experience: One year of specialized experience which includes: 1) Inspecting equipment and materials to identify construction deficiencies; AND 2) Reviewing contractor pay requests for accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
GS-09 EXPERIENCE REQUIREMENT (In-Service Applicants - Current or Former Federal Employees):
Specialized Experience: One year of specialized experience which includes: 1) Inspecting equipment and materials to identify construction deficiencies; AND 2) Monitoring project milestones for compliance with contract plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07)

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-09 EXPERIENCE REQUIREMENT (Outside Applicants):
Specialized Experience: One year of specialized experience which includes: 1) Inspecting equipment and materials to identify construction deficiencies; AND 2) Recommending modifications to contract plans and specifications based on field conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
