This position is located in the Department of Homeland Security (DHS), DHS Headquarters, Office of the Chief Human Capital Officer (OCHCO), Cybersecurity and Intelligence Talent Experience (CITE). CITE is responsible for operationalizing the new DHS Cybersecurity Talent Management System (CTMS) - authorized in 6 U.S.C. 658. CTMS uses alternative methods for defining cybersecurity jobs and hiring and compensating employees within the DHS Cybersecurity Service.

Duties

As a HUMAN RESOURCES SPECIALIST, GS-0201-13/14, your typical work assignments may include the following at the highest grade level: Serves as an expert technical advisor to the IPC Director on HR policy issues and, as necessary, coordinates action with appropriate stakeholders and staff elements. Reviews and researches complex regulatory material from higher authority to develop local policy and guidance, providing technical advice and creating tools to assist customers and specialists. Analyzes findings and trends to identify systematic deficiencies in Title 50 policies for achieving ODNI and Policy established goals and objectives; establishes priorities, goals and objectives; develops execution strategies for the implementation of multiple strategic initiatives; and continuous business process improvements designed to optimize the efficiency and effectiveness of long-term ODNI policy, programs, and processes. Represents the organization on working groups; steering groups; or other meetings, conferences, and seminars. Meets with key stakeholders and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems. Develops manuals, guides and computer-based training, as appropriate, to provide clear instruction to policy writers on formats, content, writing and editorial standards. Plans, develops, organizes, evaluates, and directs comprehensive programs covering all areas of the recruitment program. Prepares written reports and presentations (i.e., briefings, training sessions, consultations, orientations) for leadership, supervisors, customers, and coworkers.

Requirements

  • Permanent Change of Duty Station (PCS) Expenses will not be paid.
  • This is a Drug Testing Designated Position
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • May occasionally require travel away from the normal duty station on commercial aircraft.
  • Selectee will be required to complete an OGE 450, Confidential Financial Disclosure Form.

Qualifications

Specialized Experience: You qualify for the GS-13 grade level (starting salary $112,015) if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Developing polices or providing guidance for excepted service hiring authorities (e.g. Title 50, Title 6, or Title 10); Reviewing and researching complex regulatory material from higher authority to develop local human resources staffing policy and guidance; Implementing the agency's tactical recruitment & staffing policy plans, and the execution of technical and administrative functions; Serving as a HR champion recruitment and staffing initiatives and on-going flexibilities for the agency; Managing and tracking the development and collection of time to hire data; and Preparing and presenting technical material to internal/external stakeholders. Substitution of education in lieu of specialized experience may not be used for this grade level. You qualify for the GS-14 grade level (starting salary $132,368) if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Developing polices or providing guidance for excepted service hiring authorities (e.g. Title 50, Title 6, or Title 10); Overseeing strategic staffing policy planning and control, and the execution of technical and administrative functions; Planning, developing, organizing, evaluating, and directing comprehensive programs covering all areas of the recruitment program; Serving as a HR champion recruitment and staffing initiatives and on-going flexibilities for the agency; Managing and tracking the development and collection of time to hire data; Identifying and resolving roadblocks or delays impacting the hiring timeline; and Preparing and presenting technical material to internal/external stakeholders. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form (non-award) which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
