This position is located in the Office of Human Capital, Department of the Chief Operating Officer (COO), in Washington, DC.

Duties

The incumbent will: Evaluate position management in assigned organizations within delegated authority and assists managers, supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills. Perform a variety of analytical work to determine appropriate pay system, occupational grouping, title and grade of positions. Provide classification advisory services on all manner of positions in the supported organization(s), analyze and classify positions descriptions, including writing evaluation statements; maintains position description library and log. Make related position classification determinations such as exemptions from the Fair Labor Standards Act (FLSA), requirements for filing of financial disclosure documents, bargaining unit status, and supervisory status; assist with position designation tool (PDT) for position risk determination. Conduct position reviews and desk audits of position that have implications beyond the immediate organization, including bureau standard position descriptions. Train supervisors and management officials on position management and writing position descriptions. Explain the Office of Personnel Management (OPM) standards, classification decisions, potential impact of position management and classification of other positions when delegating/redelegating duties within an organization.

  • Merit Promotion and internal applicants must submit a SF-50 to verify Status and grade
  • Satisfactory completion of a background investigation.

Qualifications

Applicants must have one year of specialized experience comparable to at least the lower range of the NY-03 pay band, which would be at, or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. My experience includes at least three of the following: 1) Interpreting and applying Federal civilian human resource laws, regulations, policies, and practices; 2) Classifying federal civilian positions for an organization; 3) Providing advisory services to resolve complex classification and position management issues; 4) Classifying a full range of positions using classification principles, practices, and guidance; and 5) Conducting position reviews and explaining the results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience. Such experience must be clearly documented in the applicant's resume.

Education

This job does not have an education qualification requirement; however, education may be substituted for Specialized Experience at this grade level.

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
