This position is part of the Office of Equity and Investment Funds (OEIF) at the U.S. International Development Finance Corporation (DFC). As an Investment Funds Specialist (Director), you will provide leadership in originating, monitoring, and exiting of investments for DFC's investment fund program.
Duties
This position is part of the Office of Equity and Investment Funds (OEIF), at the U.S. International Development Finance Corporation (DFC). DFC is the U.S. Government's development finance institution and partners with the private sector to finance solutions addressing the most critical challenges facing the developing world today. In response to the shortfall of private equity capital in developing countries, OEIF provides equity to private investment fund managers in DFC eligible countries. These funds make direct equity, equity-linked, and debt investments in emerging market companies. As a senior member of OEIF, the incumbent (Director) will provide leadership in originating, monitoring, and exiting of investments, and other strategic activities, per the policies and directives of OEIF with direction from the Managing Directors and the Vice President.
As an Investment Funds Specialist (Director), you will:
Lead in sourcing new potential investments, managing deal pipeline, and taking investments from screening, due diligence, structuring, negotiating, to closing. Support team in monitoring of investments, including serving on LPACs.
Lead analyses of investment proposals to determine their market, competitive, business, development, and financial viability.
Lead preparation of investment memos by synthesizing due diligence analyses and present potential investments to various committees for approval.
Lead analyses of country related macroeconomic and microeconomic risks and risks related to investment contractual obligations.
Lead negotiation with counter parties on investment terms and agreements.
Establishes and maintains relationships with key stakeholders that are relevant to the DFC mission and converts these into productive investment opportunities.
Lead and support interdepartmental and external activities and strategic projects, and advise on DFC's investment program and other financing programs and initiatives.

Qualifications
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as experience working in private equity, venture capital, emerging markets development finance, and/or impact investing as a private markets fund investor, direct investor, a limited partner, a general partner, and/or a program-related investor and with at least 3 of the following:
(1) Experience performing private market fund investing and/or direct equity investing, including ecosystem support, business development, and/or conducting financial and operational analyses, in support of venture capital, real assets, and/or private equity fund managers and/or their portfolio companies / assets;
(2) Experience leading due diligence and overseeing transaction management, collaborating with other departments and outside advisors, and experience in preparing investment proposals and presenting to internal and/or external parties for approval;
(3) Experience reviewing and negotiating legal documents and other investment related documents as it relates to private market fund investments and/or direct investments;
(4) Experience with monitoring of private market fund investments and/or direct investments and serving on LPACs and/or boards;
(5) Experience in supporting the private market impact investing ecosystem and/or evaluating private market fund investments and/or direct investments with an Environmental and/or social framework.
Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
