Salary: $116 393 - 183 500 per year

Located in the Great Lakes St. Lawrence Seaway in Washington, D.C or Massena, NY. Incumbent is responsible for managing and implementing the Corporation’s communications strategy, trade development efforts, and public relations outreach to include all internal and external audiences, GLS employees, Congress, public and industry stakeholders, as well as federal, state, and local agencies. Supports communications efforts to educate the public, including our stakeholder community.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Conducting Congressional and/or Public Affairs activities: planning, coordinating, implementing, and evaluating external communications programs; AND Developing congressional or public communication strategies and presenting it to senior management; AND Utilizing state-of-the-art communication technologies, such as social media, to communicate information to a wide range of audiences. To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include: Supervising Congressional and/or Public Affairs activities: supervising, planning, coordinating, implementing, and evaluating external communications programs; AND Developing congressional or public communication strategies, and presenting it to executive or flag-level leadership; AND Reviewing and analyzing programs and policies and their impact on the way information is disseminated at the federal, state and/or local levels, to the media, and the general public; AND Adopting state-of-the-art communication technologies, such as social media, geofencing, and artificial intelligence, to improve organizational outreach toward a wide range of audiences. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Knowledge Management - Knowledge of the value of collected information and the methods of sharing that information throughout an organization. Legal, Government, and Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
