Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Procurement Analyst, you will use your knowledge of and experience to optimize business results and customer experience by:
Coordinating program staff and contracting officers in preparation and tracking of acquisition packages.
Participating in pre-award conferences with contracting officers and program staff to arrive at a clear understanding of what is required under the proposed Indefinite Delivery/Indefinite Quantity (IDIQ), Blanket Purchase Agreements (BPA), or contracts.
Researching policies and procedures and providing technical advice for procurements that may impact specific organizations or result in change(s) in procedures.
Conducting special reviews and performing analytical evaluations. Reviewing, analyzing, coordinating, and preparing written materials on ACL acquisition procedures that are endorsed by management for ACL use.
Duties as shown are at the full performance level (FPL) of the GS-12. Duties will be developmental in nature when filled below the FPL.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications: You must meet one of the items listed below (A, B or C):
A. Successful completion of a 4-year course of study leading to a bachelor's degree with a major in any field. (You must include transcripts)
B. Successful completion at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must include transcripts.)
C. Proof of occupying a GS-1102-5 (or higher level) position on January 1, 2000. (You must include your SF-50)
Minimum Qualifications:
For GS-11: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing at least three (3) of the following:
Assisting with analyzing the procurement needs of an organization.
Drafting regular reports tracking acquisition progress or procurement performance for review by manager.
Using various information technology (IT) systems to review and submit contract packages.
Assisting manager on regular reviews of acquisition packages to ensure Federal Acquisition Regulations are being adhered to within an organization.

Education: Successful completion of at least three (3) full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree. (You must include transcripts)

Combination: Successful completion of a combination of education and experience as described above. (You must include transcripts)
For GS-12: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing at least three (3) of the following:
Providing expert technical advice and analysis for the procurement needs of an organization.
Developing detailed analyses/reports and reporting to management on acquisition progress or procurement performance.
Using information technology (IT) systems to analyze and submit contract packages.
Conducting regular reviews of acquisition packages to ensure Federal Acquisition Regulations are being adhered to within an organization.
Identifying and recommending program and process improvements for an organization's acquisition and procurement activities.
