You will serve as a SUPERVISORY PROGRAM ANALYST in the AMPHIBIOUS WARFARE BRANCH (N953B) of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will manage and execute processes for continuous assessment, analysis, risk management, and improvement or development associated with assigned programs areas. You will exercise extensive project management skills with a sound foundation of budgetary processes, acquisition policy, program management, and warfighter operational needs. You will serve as principal author and subject matter expert for the annual Amphibious Warfare Branch Master Plan. You will draft responses and provides counsel to senior leadership regarding media inquiries and press releases. You will provide advice and hands on expertise in not only preparing responses to congressional inquiries for briefs and informational products, You will supervise expert analysts; reserve/active-duty military officers, government civilians (GS-13/O-4 through GS-14/O-5) and contract personnel. You will manage and assesses in adequacy of deliverables from technical/scientific contractors.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Developing and resourcing of Amphibious Warfare ships, crafts and systems. Leading the development of new or revised administrative methods and processes while exercising management of the N953 Planning, Programming, Budget and Execution (PPBE) process in support of Navy Amphibious Warfare capabilities. 2) Managing and executing processes for continuous assessment, analysis, risk management, and improvement or development associated with assigned program areas. 3) Serving as the Naval representative at O-6/ GS-15 level to designated Joint Staff, Office of the Secretary of Defense, and Defense Intelligence Agency boards and working groups under Flag Officer/ SES chairmanships for policy formulation. 4) Possessing the technical knowledge for overseeing the development and acquisition of the ships and craft required to support the amphibious warfare enterprise. 5) Additionally, overseeing the maintenance, modernization, operations, spares and repair parts processes for all amphibious ships and addresses immediate adjustments to established budgets and strategic roadmaps that guide multi-year budget submissions. 6) Engaging OSD, Joint Staff, other Services, other Agencies, and industry at the O-6/GS-15 to Flag Officer/SES level to ensure Navy equities are protected and perspectives articulated for consideration.
