This position is located in the Service Strategy and Portfolio Management Division (SSPM) of the Office of Consular Systems and Technology, Bureau of Consular Affairs (CA). The incumbent plans, manages, and executes the Bureau’s Information Technology (IT) acquisition management strategy and manages and monitors contract inputs, outputs, methods, and tools. The incumbent is responsible for quality assurance in acquisition management strategy and contracts.
Duties
Works with customers and Government Technical Monitors (GTM) to identify technical and functional system requirements for complex information technology systems.
Provide technical guidance in the planning of advanced system projects and impacts on systems, documenting risk based on recommended and chosen technical approach(es).
Collaborates to translate technical IT requirements into procurement ready documentation for competitive bids.
Evaluate proposals and quotes against technical and cost evaluation criteria, and request technical and pricing support, if needed, to identify offers that are acceptable or can be made acceptable.
Advise and assist the contracting officer in administering the business aspects of the contract by reviewing vouchers, invoices, reports, and deliverables.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with pre and post award management and administration of information technology acquisitions.
Experience assessing, analyzing, and improving IT and Acquisitions management processes and systems.
There is no substitute of education for specialized experience for the GS-14 position.
