This position is located in the Department of Health and Human Services, Administration for Children and Families located in San Fransico CA, Denver CO, Washington D.C., Atlanta GA, Chicago IL, Boston MA, Kansas City MO, New York NY, Philadelphia PA, Dallas TX, and Seattle WA. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. Duties

The incumbent will be responsible for administering and coordinating a complex grant portfolio which includes serving as a technical authority and resource with external grantees and Health and Human Services (HHS) staff.The duties and responsibilities of this position include: Providing technical authority in the development and review of policy and procedural issuances from the Department and the employing organization. Reviewing and commenting on proposed changes in rules or regulations, including Funding Opportunity Announcements. Conducting special studies and preparing position papers and special reports. Maintaining appropriate agency grants management certification. Participating in grant review meetings and providing administrative and budgetary information. Reviewing periodic and final financial status reports to ensure that all obligations incurred meet conditions in HHS regulations, program guidelines, cost principles, and the specific limitations stated on the Notice of Grant Award.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (6) of the (7) duties listed below: Ensuring compliance with administrative, financial policy, procedures and business practices. Reviewing proposed cost on approved grant applications. Providing guidance to key players and/or subordinate staff members related to grants management. Analyzing and managing discretionary and mandatory grants. Advising others including Federal Staff, grantees, and applicants on how to accomplish program goals. Participating in grant review meetings and providing administrative and budgetary information. Drafting and/or contributing to the development of grants policy and procedures. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
