Duties
You will ensure that requirements are achievable, measurable/testable, unambiguous, complete, necessary and prioritized.
You will coordinate with internal and external experts, decision makers, program managers and military departments to understand requirements and objectives.
You will provide technical advise on identifying and presenting options to support complex decisions.
You will ensure program proposals adhere to Program Objective Memorandum (POM) guidance, level of integration and executables.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing, analyzing and evaluating plans, studies, trends, reports, legislation, planning and policy directives to assess and determine warfighting requirements. 2) Preparing justifications and presentations to support the programming, planning and budgeting to fund special programs. 3) Ensuring programs are properly forecasted, justified and executable. 4) Performing qualitative and quantitative analysis techniques.
