About the Position: Jacksonville is the largest city in the state of Florida by population and the largest city by area in the continental United States. Located on the banks of the St. Johns River, about 25 miles south of Georgia the beach communities are along the adjacent Atlantic coast. Duties

Provide accurate and timely data to include monthly meeting notes, weekly notes, data calls and assure project schedules are updated monthly. Communicate and interact with both internal and external customers, stakeholders in sharing of lessons learned, process improvements and issue resolution as applicable. Provide tactical leadership, problem solving and direction to Project Delivery Team members on project-specific issues; address issues at the lowest level and keep supervisory chain and customers informed in a timely manner. Serve as the Senior Project Manager for execution of planning, design, construction and operation phases of various and diverse Civil Works or Military projects. Ensure that assigned tasks, suspense's, and inquiries are responded to in accordance with identified suspense dates. Distribute program funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.

Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement for Biologist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Ecologist: Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. Basic Requirement for Geologist: A. Degree: Geology degree, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.ORB. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, plus appropriate experience or additional education. EDUCATION REQUIREMENTS CONTINUE IN THE EDUCTION SECTION In addition to meeting the basic education requirements listed above and in the education section you must also meet the specialized experience. Specialized Experience for the GS-13: one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Employing project management techniques to plan, estimate, budget and monitor costs to ensure that the Project Delivery Team delivers the project within the approved budget. (2) Coordinating the planning, design, cost engineering, construction, and environmental considerations for projects of considerable scope and complexity to obtain congressional authorization on contract award. (3) Providing expert project management for water resources, flood risk management, ecosystem and/or military international and interagency support projects of high dollar value of national priority, of environmental sensitivity, of extraordinary urgency, or having similar requirements. (4) Developing cost control accounts for projects using automated Information Systems and tools to ensure Earned Value Management principles are applied to the management and oversight of the project. (5) Using business skills and experience to negotiate with the Project Delivery Team, Resource Providers, and the customer to find mutually acceptable solutions and build consensus on the project. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceDecision MakingDecisivenessLeadershipProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Note: To support the Time in Grade (TIG) requirement you must submit a copy of your latest non-award SF-50/NPA that reflects your highest grade held on a permanent basis along with your application/resume package. Failure to do so may affect your rating or consideration for employment.

Education

Basic Requirement for Architect:
A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.ORB. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Basic Requirement for General Engineer, Civil Engineer, Environmental Engineer, Mechanical Engineer and Electrical Engineer:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
