Duties

If selected for this position, you will join a well-respected team that is responsible for planning, developing, and implementing policies and procedures governing classification and position management, recruitment, selection, merit promotion, and Delegated Examining authority and special programs. The incumbent will serve as a Human Resources Specialist, working closely with the senior HR Classification Specialist, providing human resources management services and advice and assistance in the areas of position management and classification and recruitment and placement to managers, hiring officials and employees of the U.S. Attorney's Office for the District of Columbia.Typical work assignments will include: Works closely with the senior HR Classification Specialist to assist in reviewing and developing position descriptions, preparing official coversheets, conducting desk audits, writing reports of findings, as well as preparing and writing evaluation statements. Preparing responses to external program review findings. Participating in planning and implementing reorganization requests from organizational entities throughout the Agency. Working with the HR Classification Specialist to participate in the office-wide position maintenance review (PMR). Works closely with the senior HR Classification Specialist in monitoring and maintaining the Master Record Number database and the Staffing Plan for non-attorney positions by working with the IT Staff and the HR Staff to ensure the internal HR database Personnel Tracking System and other related HR databases are current and accurate. Performs staffing and recruitment activities for positions throughout the Office by creating vacancy announcements, both merit staffing and delegated examining, determines applicants' qualifications, develops Certificates of Eligibles and makes referrals of eligible candidates to hiring managers. Collaborates with supervisor to provide management with a wide range of flexible and innovative strategies in administering staffing and placement activities with the district. Attends meeting with the HR team, supervisors and hiring managers to develop classification and staffing strategies. Ensures that all documentation is present in classification files and staffing and recruitment files. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications

QUALIFICATIONS: To be qualified for the GS-11 Human Resources Specialist, you must possess one year of specialized experience equivalent to the GS-09 level in the Federal Service; or a Ph. D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M Education at the graduate level in a related field or a combination of specialized experience and education. Specialized Experience is defined as experience using fundamental human resources management methods and practices governing functional areas, predominately in the area of position classification, position management, and recruitment and placement. Examples of specialized experience are: providing or assisting in a full range of classification and position management services to an organization by locating, interpreting, analyzing and applying Classification Standards and Guidelines in reviewing and developing position descriptions and preparing official cover sheets, conducting desk audits, writing reports of findings, preparing/writing evaluation statements and preparing for meetings with hiring managers; conducting position management surveys; administering staffing and placement activities for the district; performing position analysis to determine position requirements and area of consideration; and utilizes most efficient techniques to fill vacancies, using OPM's USA Staffing system or another automated staffing system, to create vacancy announcements, determine applicants' qualifications and refer qualified applicants to hiring officials. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
