This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Provides functional leadership and guidance for the evaluation, integration, and coordination of assigned programs and associated resources in the Office of the Assistant Secretary of the Army in Washington, DC.

Duties

Provides functional leadership and guidance for the evaluation, integration, and coordination of assigned programs and associated resources. Reviews ongoing processes and programs for compliance with existing laws, rules, regulations, and DA/DOD/Congressional directives. Maintains liaison with Headquarters, Department of the Army staff, Army Acquisition Executive personnel, and other officials and groups to ensure up to date awareness of acquisition program planning and programming. Oversees the preparation of required documentation for submission to OSD, Office of Management and Budget (OMB) and Congress to support and defend coordinated Army positions on material acquisition matters and specific Army program matters. Manages Army-wide program planning matters, formulating, implementing, interpreting, and evaluating policies and procedures relating to the direction, operation and management of acquisitions oversight. Performs the full range of administrative and technical duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 4 years of entrance on duty.
  • Pre-employment and random drug testing are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Must be able to obtain and maintain a Top-Secret clearance.
  • Position is supervisory as defined by the Office of Personnel Management's General Schedule Supervisory Guide (GSSG). A 1-year probationary period to assess your ability to perform supervisory duties may be required unless previously completed.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service. Specialized Experience: One year of specialized experience which includes (1) Developing and/or implementing policies and procedures for acquisition program oversight; (2) Evaluating, analyzing and understanding system/program acquisition strategies; (3) Participating on high-level teams to achieve organizational goals.
