In this position you will work closely with the Cotton &Tobacco management team to efficiently and effectively carry out all administrative operations. You will serve as the Administrative Officer for Cotton and Tobacco Program. This staff is responsible for the financial administration of policies and procedures related to budget formulation, budget execution, financial systems, personnel, procurement and other related administrative functions to assure compliance with established guidelines.
Duties

The duties may include, but are not limited to:
Works closely with Program management officials to ensure business needs of the customer are achieved.
Evaluates and modifies existing methods, procedures, policies, and reporting requirements to create improved efficiency and/or customer satisfaction.
The incumbent represents the Administrative Staff at meetings.
Functions as the advisor and technical resource on budget, accounting, and financial management matters.
Oversees the billings and collections of activities of Cotton and Tobacco. Provides advice and guidance regarding the management of travel and travel costs.
Reviews travel activities and assures that travel authorizations are issued in accordance with Agency policy and regulations.
Oversees all SF-52's, Personnel Requests, required for the work unit in accordance with established procedures, ensuring that the appropriate documents are prepared and forwarded.
Prepares routine personnel reports such as the personnel summary, EEO report, and time and attendance reports.
Provides and coordinates on-the-job training for newly hired budget analysts, management analysts, administrative support assistants, administrative technicians, and other administrative personnel.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Independent experience interpreting and applying Federal, Agency and Program rules, regulations, procedures and practices.
Experience managing multiple types of federal funding sources, including appropriations, reimbursements and user-fees.
Experience communicating and coordinating activities with others to meet deadlines and milestones.
Experience demonstrating oral and written communication skills to provide guidance, training and sharing information with a broad audience, including supervisors, peers and direct reports.
Note: There is no education substitution for this grade level.
