The Administrative Officer serves in a full staff capacity to the Chief of Spinal Cord Injury Service. The incumbent's primary duty is to manage, plan, develop, and direct the total complex administrative duties of the service. Spinal Cord Injury Service (SCI) operates under the Hub and Spokes System of Care with Memphis SCI Center serving as the Hub for seven spoke facilities. The incumbent uses extensive knowledge and understanding of management principles, practices, methods and techniques.
Duties
As the principle member of the Spinal Cord Injury Service management staff, the Administrative Officer shares in the joint management relationship of planning and execution of the service. The Administrative Officer provides essential administrative support to the professional and administrative staff and coordinates the Spinal Cord Injury/Disorder program within the administrative services of the Spokes facilities, the Memphis VA Medical Center and the Chief of Staff's Office. Main responsibilities include, but are not limited to:
The incumbent is responsible for providing the Service Chief with complete information and specific recommendations concerning all administrative aspects of the service.
Serve as the liaison with the US Military and the Spinal Cord Injury Service in coordination of the transfers on newly spinal cord injured military personnel for rehabilitation.
Develop the need for and maintain an awareness of available resources, makes recommendations to management regarding needs, distribution, or redistribution of these resources.
Gathers and analyzes budget needs of the service and supervises all phases of budgeting within the administrative requirements. Plans a system of internal control that assures the fiscal management of the service will be maintained on a sound basis in accordance with generally accepted accounting practices.
Responsible for for formulation and execution of annual budget including salaries, travel, supplies, equipment and materials running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures and regulations.
Develops both long and short-range policies and plans for the organization by coordinating the administrative needs of the service, to include recognizing the need for new policies and bring such policies to the attention of the service chief.
Lead in administering programs concerning such matters as equal opportunity, merit promotions, labor management relations and position management.
Responsible for personnel administration including knowledge of human resources operations to include position classification, grievance procedure, performance standards and disciplinary actions. Attends hearings when requested.
Serve as the Contracting Officer's Technical Representative (COTR) for the Spinal Cord Injury Service by participating in the acquisition process and making decisions within his/her area of responsibility. He/she is COTR for contracts/fee fund for subspecialty physicians, reviewing and auditing bills each month to reconcile charges for contract services.
Provides administrative guidance in the development and implementation of the SCI Telehealth program, and Spinal Cord Injury/Disorder Outcomes (SCIDO) program.
Provides for full administration of reporting, evaluation and requirements associated with the accreditation of the organization. Prepare all necessary documentation for accreditation.
Performs other duties as assigned.
Work Schedule: Monday through Friday, 7:30am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning personnel processes and procedures; coordinating with management to control purchasing and use of supplies; managing budget activities; recruiting and retention, policy development and management, general project management, and other business processes; proficiency in management practices, facility policies, and union contracts to ensure effective supervisory implementation; assisting with human resources functions to include performance appraisals, approving reassignments, recommending promotions and performance awards, monitoring and counseling of employees, adjusting complaints and/or grievances, initiating or recommending disciplinary actions; adapting analytical techniques and evaluations criteria to the measurement and improvement of program effectiveness and/or organizational productivity.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education 3 full years of progressively higher level beyond graduate level in an accredited college or university. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

Physical Requirements: The work is sedentary working from a desktop or laptop computer and completing administrative functions. It does require periods of walking, standing, bending, and employees may carry light items such as books, instruments, laptops, and other similar materials.
