Salary: $122 907 - 183 500 per year

The position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Customer Engagement and Strategic Operations. As the Strategic Operations Branch Chief, this position is responsible for the management and supervision of the delivery of field services to all DOL employees outside the National Capital Region. This position is Supervisory and outside the bargaining unit.

Duties

For 0301-14: Assesses customer needs and expectations, establishes organizational priorities, evaluates services to improve customer service, and resolves problems that arise. Expert skills in analysis of problems and the application of sound judgment to make recommendations or decisions for resolution of problems within customers' organizations or the incumbent's office. Provides leadership and performs the full-range of supervisory responsibilities for subordinate staff. Directs and oversees the planning, developing, and implementing of DOL programs in the field including acting as a consultant, technical advisor, and outreach coordinator. Prepares and delivers presentations to groups of agency officials, managers, staff and other organizations on the details of OFO programs, processes, and procedures. Possesses a high-level awareness of the organization, its principles, and its priorities and understands how the organization functions. Ability to work within and outside the structure to accomplish goals. Oversees ongoing and one-time projects of a critical nature to the effective functioning of the organization. Leads teams focused on solving problems and creating solutions for leadership's consideration. Represents the organization with customers and leadership; develops and maintains relationships at all levels of the organization; uses relationships to improve customer engagement and service delivery.

Qualifications

You must meet the "Specialized Experience" to qualify for Branch Chief - Strategic Operations, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Broad knowledge of DOL policies, regulations, directives, program objectives, and missions of various organizations serviced; Application of management principles and techniques to provide direction to a staff performing duties associated with financial and/or administrative services for numerous agencies; Skill in communicating effectively, both orally and in writing to convey recommendations to the agencies serviced; Analyze problems and apply sound judgment to make recommendations or decisions for resolution of problems within customers' organizations; Knowledge of supervisory/management techniques to direct a staff providing critical guidance to officials.
