About the Position: Serve as a Program Manager and Project Manager for the Environmental, Acquisition and Business Support Branch, Planning, Programs, and Project Management Division (PPPMD) supporting the overall management, control, coordination, and execution of assigned acquisition projects.
Duties
Responsible for the overall management, control, coordination, and execution of assigned projects.
Negotiate and integrate all requirements (i.e., establishment of schedules, project scope and criteria, assumptions and risks, continencies, performance measurement standards, etc.) into a comprehensive management plan.
Resolve complex or controversial acquisition issues by applying extensive knowledge or and experience with policies and procedures.
Coordinates the program planning, design, and implementation of competitive and non-competitive acquisitions through source selection processes and negotiations through to award.
Controls and manages acquisition project milestones and budgets from planning through award.
Serves as a member or chair on source selection boards and/or source selection advisory committees to provide expertise and guidance on decisions making processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Must complete Contracting Officers Representative (COR) training within 2 years of assignment and maintain annual refresher training thereafter.

Specialized Experience: One year of specialized experience which includes: 1) Supporting activities related to Military Construction (MILCON), Facilities Sustainment, Restoration and Modernization (FSRM), or International and Interagency Service (IIS) projects/programs; AND 2) Leading multidisciplined project delivery teams; AND 3) Managing scope requirements, schedules, and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
