The Veterans Health Administration (VHA) has adopted the Office of Veterans Access to Care Modernization Initiative which is a new model of organizing and consolidating essential functions and services to the Medical Center. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans.

Duties

The Data Transcriber is also responsible for the following medical records management duties: Ensures record are prepared for Treatment Team review by providing previously ordered tests if appropriate, adequate forms for documentation by team, recent information profile for LIP to review and appropriate encounter form attached to the medical record. Assembling medical information in correct sequential and chronological order. Ensures record movement control and accountability is completed through record tracking in the EHR. Ensures appropriate forms are completed, accurate and signatures obtained for requests/release of medical information. Initiates action to request records from other facilities, both VA and non-VA, and obtains all medical records as requested by Treatment Team. Assists Treatment Team is ensuring medical documentation complies with joint Commission and other accreditation body requirements. Knowledge required by the position: Knowledge of medical terminology, Health Insurance Portability and Accountability Act of 1996 (HIPAA)and regulatory compliance, principle of billing, coding and reimbursement, HER navigation and functionality, clinical decision support and reminders, proper methods for pending orders for authentication and submission. Ability to record diagnostic results such as radiology interpretations and lab values. Ability to adapt to changing situations and modify plans accordingly. Ability to recognize the necessity of working within timeframe. Ability to communicate effectively both orally and via written media. Knowledge and ability to utilize qualitative and quantitative data collection methods. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Advancement to positions up to GS-5. Candidates may be advanced without time restrictions to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: General Experience: At least one (1) year of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Applicants must have a substantive knowledge of the data being transcribed (medical terminology) is required to edit or complete entries and to correct errors. Experience includes performing work such as transcribing information into an electronic record, ensuring accuracy, spelling, punctuation and grammar; utilizing a variety of computer applicants/software such as word processing, spreadsheet database. OR, Education: Successful completion of two (2) years of education above the high school level in an accredited institution. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR, Combination: A combination of post-high school education in an accredited institution and general experience that demonstrates your ability to perform the duties of this position. You will be rated on the following Competencies for this position: Attention to DetailClinical Data Collection/DocumentationComputer SkillsManages and Organizes InformationMedical InformationWriting Proficiency Requirements Data Transcriber, GS-4: This position requires the skills in operating an alphanumeric data transcribing machine. In addition to meeting the experience and/or education requirements, you must be able to type at least 25 words per minute. Note: Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
