Salary Information
GS-15: $155,700 (Step 1) - $183,500 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Duties
At the full performance level GS-15the major duties of this position include, but are not limited to the following:
1. Establishes new and innovative means for improving the stewardship of all resources, including appropriated funds and personnel to ensure assets are committed in accordance with the Government Performance and Results Act, the Anti-Deficiency Act, and other applicable statutory and regulatory requirements, directives, and policies. Initiates innovative management practices and cost-saving measures to include integration, process improvement, standardization, and data-based cost and quality controls.
2. Manages and directs budget formulation process. Develops and prepares Commission directives, service-wide policy statements, and guidelines pertaining to budget-related programs and financial management. Advises Secretary on regulations, policies, and procedures; and proposes alternative courses of action.
3. Plans, directs, and coordinates Commission-wide ESKM programs prescribed by law, regulation, or Executive Order. The incumbent provides advice and guidance to external and internal committees or individuals having responsibility for various phases of each program to ensure that they are fully enacted.
4. Initiates and develops plans for broad changes in ESKM programs and processes to adjust to frequent changes in the volume and nature of the Commission's workload. These changes result from new legislation, revised or new regulations, and programs of other agencies which have an impact on operations and constantly changing trends in the field of labor-management relations.
5. Provides executive leadership and oversight on Commission-wide physical and personnel security programs. The incumbent works to provide adequate safeguards, including Museum security, protection of personnel records, and Department of Homeland Security-mandated programs.
6. Monitors broad trends, developments, and events relevant to the Commission's mission, and identifies potential or emerging policy issues for consideration. In identifying emerging issues for and proposing new initiatives to the Commission, works with the Secretary to define and suggest programmatic alternatives and identifies priority tasks.
7. Provides executive-level support and advisory services regarding the development, application, and implementation of policy changes as required. Manages the review and evaluation of proposals from architects, engineers, and other sources pertaining to the adequacy of space and facilities requirements. The incumbent works with architects and other service providers to procure contracts and leads the proposal-review process.
8. Leads the development of human resources management policies, regulations, procedures, and programs. The incumbent anticipates the Commission's needs, ensures that the needs are met, and complies with governing statutes and regulations. Also, ensures that employees receive timely and expert human resources advice and services consistent with organizational goals and objectives.
9. Directs and authorizes the full range of personnel actions for the Commission's career civil service staff. Manages the development of short-range and long-range plans and policies relating to human resources management functions such as telework, remote work, grievance process, and awards programs.
The Commission of Fine Arts has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Developing new or revised administrative/management policies or procedures for an organization
Assisting management with the development of long-term program goals
Identifying tools or techniques which will improve the effectiveness or efficiency of program operations
Providing guidance to management on human resources
Reviewing or monitoring the progress of work by other staff to ensure it meets quality/timeliness goals.
