Duties

Serves as Chief, Housing Division, reporting to the Director of Public Works (DPW), performing planning, management, administration, and implementation of technical and administrative operations of housing management programs. Evaluates and interprets Department of Defense (DoD), Department of the Army (DA) and higher headquarters policies and procedures, develops Garrison policies, and advises the Garrison and other Leaders on all aspects of installation housing programs. Represents the organization in installation and command level meetings, and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends. Prepares and submits quarterly Installation Status Report-Services (ISR-S) and Performance Assessment Review (PAR) metrics and cost reports for assigned services Family and Unaccompanied Housing services. Performs or directs periodic or scheduled surveys, reviews, and studies to determine housing requirements; to include Housing Market Analyses, Basic Allowance for Housing Data Collection/Analysis, Customer Satisfaction Surveys. Coordinates leased housing requirements with supporting US Army Corps of Engineers Real Estate and DPW Master Planning / Real Property offices to ensure timely leasing actions and accurate real property inventory. Performs budgeting and execution (AFH and OMA) in support of installation housing programs; and approves financial work plans for execution within approved resources. Maintains and monitors enterprise Military Housing (eMH) data and provides oversight of leased Family and Unaccompanied Housing management, to include utilization and daily operations (assignments, sustainment, terminations, etc) and maintenance. Provides oversight of housing services, to include partnering with military personnel offices realtors, property managers, and other housing related entities to assist service members obtaining housing in the private sector. Provides oversight of annual Basic Allowance for Housing (BAH) data collection, partnering with US Coast Guard, realtors and DoD contractors to ensure data reflects market conditions and supports BAH rates that adequately housing service members. Performs or directs periodic or scheduled, audits, reviews, and inspections to determine family housing conditions and to evaluate work performed under the housing leases and contracts. Supervises up to five (5) employees; to include establishing performance standards, planning, prioritizing and assigning work, providing guidance and counseling on performance, preparing performance appraisals, and reviewing and approving leave. Remains informed on EEO/EO principles, ensures compliance with laws and regulations governing workplace behavior; Supports and communicates EEO, Diversity, and Anti-Harassment Policies, and takes appropriate action when made aware of violations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain eligibility at the Secret level using a Tier 3 background investigation.
  • This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
  • Position may require after hours call-back for emergencies.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
