About the Position: Serves as a Housing Manager in the Housing Division/Directorate of Public Works located at an Army garrison. May be expected to perform duties under a joint base operations requiring an understanding and knowledge of Army, Air Force, or Navy policies, programs, and procedures.
Duties
Formulate occupant directives and instructions concerning occupancy, termination, maintenance, cleanliness, energy conservation.
Coordinate the operation, maintenance, and utilization of housing units to assure timely assignments, furnishings placement/removal, inspections, maintenance, and repairs.
Initiative or based on brief notes or oral instruction, writes correspondence concerning various housing matters.
Receive and processes applicants for assignment of Army Family Housing, reviews housing applications for accuracy and completeness.
Interview applicants and determines eligibility for quarters/billeting and priority of assignment or placement on appropriate waiting list.
Maintain data files pertaining to utilization and inventory of furnishings, equipment, and other government property in Army Family Housing quarters.
Determine Soldier's eligibility for Overseas Housing Allowance (OHA) and Temporary Lodging Allowance (TLA) implementing appropriate action.
Counsel applicant as to general practice in leasing, deposits required, military clauses, responsibility of occupants in normal care and maintenance, and vacating premises.
Coordinate with the various activities in report submissions, investigates questionable data, and ensures adequate utilization of facilities.
Assure appropriate furnishings, equipment, and supplies are planned for, programmed, and purchase requests submitted in accordance with approved budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This is a Term position scheduled to last 2 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the education and/or experince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Assisting with the operation of a comprehensive housing program that meets command customer requirements; coordinating the operation, maintenance, and utilization of Army Family Housing (AFH) units with internal and external activities in order to assure timely assignments, furnishings placement/removal, inspections, maintenance, improvements, and repairs; resolving occupant complaints and disputes through meetings and negotiations; determining Soldier's eligibility for Overseas Housing Allowance (OHA) and Temporary Lodging Allowance (TLA) and implementing appropriate action; and monitoring statistical data reporting procedures for the enterprise Military Housing database determining monthly utilization.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Real Estate; Urban Planning; Business or Public Administration; Housing, Property or Facility Management. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
