The Administrative Officer (AO) serves within the Specialty Care Service including Eye Care, Anesthesia, Surgery and Medicine at the Roseburg VA Health Care System (RVAHCS) located in Roseburg and Eugene, OR.

Duties

Major Duties: Under the oversight of the Office of the Deputy Chief of Staff, the Administrative Officer supports the Specialty Care Service, the incumbent is responsible to develop and execute all administrative functions and business operations within the Service and its nine distinct programs. This includes oversight of the Specialty Care Service programs and activities across the full jurisdiction of the health care system. The Specialty Care Service is comprised of Cardiology, Pulmonology, Gastroenterology, Anesthesiology, General Surgery, Orthopedic Surgery, Ophthalmology, lnterventional Pain Specialty, ENT Surgery, and Urology located in Roseburg and Eugene. Its providers are made up of physicians, mid-level providers, Optometrists, Optometry Technicians, Echocardiography Technicians, Respiratory therapists, ancillary and clerical staff. The incumbent is responsible to develop, implement, maintain, apply, and continuously improve infrastructure (processes, policies, tools, etc.) for effectively managing administrative operations within the service. Examples include systems for proactively monitoring and managing the Service's administrative activities (recruitment and hiring, budget management, resource utilization, suspense management, policy management, timekeeping, training compliance, personnel mapping, reporting requirements, personnel management, etc.) and business operations (clinical and administrative workloads, access to care, clinic efficiency, consult management, patient flow, encounter completion, coding and documentation, VERA workload capture, clinic set up and management, program compliance monitoring, process improvement initiatives, etc.). S/he is responsible for Labor Mapping and Analysis and constructing provider patient care schedule grids. The incumbent is responsible to monitor the Service's performance on these business and administrative functions regarding quality, efficiency, effectiveness, and patient satisfaction; to identify opportunities for improvement; and to design and carry out improvement initiatives when opportunities are identified. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am-4:30pm (PST) Telework: This is not telework eligible. Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS- 9 position, you must have served 52 weeks at the GS-7. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07; examples of specialized experience would typically include, but are not limited to: Monitor the Service's performance on these business and administrative functions with regard to quality, efficiency, effectiveness, and patient satisfaction; to identify opportunities for improvement; and to design and carry out improvement initiatives when opportunities are identified. Assist with budget, monitoring expenses, tracking budget execution, analyzing and forecasting funding requirements, identifying cost saving opportunities. Functions as a management analyst by developing, analyzing, and evaluating new and existing programs. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., in a degree related directly related to the position. (TRANSCRIPTS REQUIRED) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the first year in a degree directly related to the position in order to be creditable.(TRANSCRIPTS REQUIRED) GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09; examples of specialized experience would typically include, but are not limited to: Monitor the Service's performance on these business and administrative functions with regard to quality, efficiency, effectiveness, and patient satisfaction; to identify opportunities for improvement; and to design and carry out improvement initiatives when opportunities are identified. Assist with budget, monitoring expenses, tracking budget execution, analyzing and forecasting funding requirements, identifying cost saving opportunities. Functions as a management analyst by developing, analyzing, and evaluating new and existing programs. Proposes strategic business and administrative goals to the and is responsible for the achievement of these goals. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree OR have successfully 3 full years of progressively higher-level graduate education leading to such a degree OR have successfully completed a LL.M. (TRANSCRIPTS REQUIRED) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education in excess of the first two years of progressively higher level education leading to such a degree. Physical Requirements: The work is sedentary, although the incumbent is frequently required to walk to the other outlying buildings on the RVAHCS campus, occasionally several times in one day. The work occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required. Intermittent travel is required.
