The incumbent will serve as Director of the Human Capital staff located in the Criminal Division, Office of Administration. The Human Capital staff is responsible for training & employee development, performance management, employee relations, international operations, workforce analysis & succession planning, awards & recognition, worklife, and reasonable accommodations. The Human Capital Director partners with the HR Operations Director to provide the full array of HR services to the Division.
Duties
As an Assistant Human Resources Officer, you will be responsible for:
Implementing new policies for HR Services in the following areas:
Training and employee development;
Performance management;
Employee relations;
International operations;
Workforce analysis and succession planning;
Awards and recognition;
Worklife; and
Reasonable accommodations.
Partnering with the Director of HR Operations--whose portfolio includes staffing/recruitment, classification, payroll, and benefits--to provide the full array of HR services to the Division.
Performing a range of managerial, supervisory, and liaison responsibilities within the scope of the assigned HR functional program areas.
Managing the Human Capital staff by directing day-to-day operations, providing technical and administrative direction to subordinates, and interacting with upper management to promote and ensure effective HR leadership.
Advising staff, Office of Administration managers, and Division personnel of significant changes in federal laws, regulations, and procedures, and identifying new or changed requirements which affect various HR functions.
Overseeing the development and implementation of new or revised policy and procedure documents and standard operating procedures, established in accordance with changes in law, regulation, and DOJ Order, or changes in program.
Providing staff-level and expert advice to various managers and staff members in the development of solutions to especially complex and difficult programs.

Qualifications
To qualify at the GS-15 level, applicants must have at least one (1) year of specialized experience, as reflected in their resume, at or equivalent to the GS-14 level: supervising or leading programs in human resources function areas to include managing a team of human resources professionals; developing or improving major human resources program areas due to changes in requirements or special needs; and providing advisory and consultative services related to planning and administration of the full range of HR programs and processes.
Selective Placement Factor: To qualify for this position, applicants must be proficient in (English) writing. An applicant's proficiency in (English) writing will be assessed through an online (USA Hire) writing assessment. Applicants who do not display a minimum level of proficiency on the USA Hire Writing Assessment will be ineligible for further consideration.
