This Senior Electronics Engineer position is in the Office of International Affairs (OIA), Global Strategies and Negotiations Division (GSN), Cross Border Negotiations & Treaty Compliance Branch (CB), Federal Communications Commission (FCC) located in Washington, DC.
RELOCATION EXPENSES WILL NOT BE PAID.

Duties
Incumbent serves as a senior Electronics Engineer in the CB Branch. The Branch directs and coordinates, in consultation with GSN, OIA,, other Offices and Bureaus, and other U.S. government agencies as appropriate, Commission negotiations with Mexico, Canada and other countries, on international agreements and the use of radiofrequencies. These agreements provide the technical requirements and procedures for the bilateral coordination of radio frequency assignments to register US and foreign assignments and to prevent or resolve international radio interference involving U.S. and foreign licensees.

Specialized Experience GS-15 Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, examples of specialized experience includes the following: 1. Experience demonstrating expertise in engineering matters related to broadcast and wireless services. 2. Experience advising on engineering matters which impact AM broadcasting, International High Frequency Broadcasting and/or ITU Radio Regulations. 3. Experience developing proposals, assessing interference and formulating solutions between US and foreign licensees. 4. Experience drafting technical coordination agreements for discussion at international meetings. 5. Experience negotiating with foreign governments on the development of solutions to highly complex engineering and interference problems.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
Mastery of engineering concepts, theories, and practices, regarding international telecommunications issues involving broadcast and wireless services
In-depth knowledge of land mobile services and those within the 700 MHz band as well as other frequency bands requiring cross-border radiofrequency coordination.
Ability to resolve complex telecommunications engineering issues involving broadcast and wireless services.
Ability to negotiate treaties and agreements between U.S. and foreign governments on issues involving international telecommunications facilities and services to resolve complex cross-border interference issues.
Ability to serve as an advisor to senior leaders on complex engineering, technical, and engineering policy matters.
