The position is located in the International Radiocommunication Branch (IRB), Global Strategy and Negotiation Division (GSN), Office of International Affairs (OIA). Federal Communications Commission (FCC) located in Washington, DC. Duties

The incumbent serves as a technical expert, providing specialized technical engineering advice to FCC management staff, industry representatives, representatives of U.S. and foreign administrations, and government officials on a broad range of technical issues, which may include but not be limited to, terrestrial mobile services, satellite service, broadcast service, space science issues and the protection of the passive service, and wireless network design and planning. The incumbent utilizes an exceptional knowledge of electronics engineering theory, domestic and/or international communications engineering issues to accomplish work. The incumbent has intimate knowledge of the wireless (terrestrial and/or satellite/space) communications industry, within the U.S. and/or in other countries, which is leveraged to achieve U.S. negotiating goals and objectives. Negotiates well balanced, reasonable solutions to controversial technical problems and issues with government and/or industry representatives under adverse political, technical, administrative, and economic situations and constraints.

For this position, examples of specialized experience includes the following:1) EXPERIENCE PROVIDING SPECIALIZED TECHNICAL ENGINEERING ADVICE ON A BROAD RANGE OF TECHNICAL ISSUES, WHICH MAY INCLUDE BUT NOT BE LIMITED TO, TERRESTRIAL AND/OR SATELLITE TECHNOLOGIES, THE INTER-NETWORKING BETWEEN TERRESTRIAL SPACE SERVICES, COMPATIBILITY BETWEEN ACTIVE & PASSIVE SERVICES, WIRELESS NETWORK DESIGN PLANNING.2) EXPERIENCE NEGOTIATING WELL BALANCED, REASONABLE SOLUTIONS TO CONTROVERSIAL TECHNICAL PROBLEMS.3) EXPERIENCE ADDRESSING TECHNICAL REGULATORY ISSUES WITH GOVERNMENT AND/OR INDUSTRY REPRESENTATIVES UNDER ADVERSE POLITICAL, TECHNICAL, ADMINISTRATIVE, ECONOMIC SITUATIONS, CONSTRAINTS.4) EXPERIENCE PROVIDING ADVICE ON COMPLEX TECHNICAL AND REGULATORY ISSUES TO RESOLVE SPECTRUM ENGINEERING AND SPECTRUM MANAGEMENT ISSUES.5) EXPERIENCE CONDUCTING HIGHLY COMPLEX ENGINEERING STUDIES.6) EXPERIENCE COMMUNICATING TECHNICAL ENGINEERING POLICY DECISIONS AND ADVOCACY INITIATIVES TO REPRESENTATIVES OF GOVERNMENT, INDUSTRY, AND/OR THE GENERAL PUBLIC. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Ability to provide technical engineering advice on of broad range of technical issues, which may include but not be limited to, terrestrial mobile and/or satellite technologies, the inter-networking of terrestrial and satellite services, matters related to the coexistence between spectrum-based services and wireless network design. Knowledge of wireless (terrestrial/or satellite) communications industry, both within the U.S. and/or in other countries. Ability to negotiate complex engineering matters.
