You will serve as a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST in the HEADQUARTERS, LOGISTICS AND FACILITIES DIRECTORATE (N4) of US FLEET CYBER COMMAND. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

You will serve as the N4 Director and exercise full supervisory and managerial responsibilities over the work of a subordinate staff consisting of supervisors and subject matter specialists/experts. You will serve as the Assistant Chief of Staff (ACOS) for Logistics Readiness overseeing command processes for improving operation mission readiness. You will provide the Commander, Fleet Cyber Command (FLTCYBERCOM) with technical solution-oriented advisement on analysis and interpretation of broadly stated policy. You will confer with senior-level managers/officials internally and externally to keep abreast of evolving operational requirements. You will spearhead management efforts to meet program objectives and operational requirements. You will provide situational awareness to senior leaders pertaining to the operational readiness of logistics and facilities. You will engage internal and external stakeholders regarding the logistical design, development, fielding, sustainment, and improvement modifications of assigned programs. You will represent FLTCYBERCOM for negotiating intra/inter-service support agreements (ISSAs) and memorandums of agreements (MOAs), as well as host/tenant and lease agreements for provision of services, logistics support and use of facilities. You will manage and direct a geographically dispersed subordinate staff consisting of civilians, military and contractor personnel. You will exercise authority to plan for and make changes in the N4 Directorate?s organization of work to achieve efficient and economical operations within allowable budget, staffing levels and policies as established by higher-level officials. You will inform and instruct the N4 workforce on operational, funding, and personnel matters that affect work efforts, as well as professional development. You will perform both first-level supervisory and second-level managerial functions.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will required to obtain and maintain a Project Management Professional (PMP) Certification or a government approved equivalent certification within 12 months of appointment to this position.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience directing, developing, and performing logistic management operation involving planning, coordinating, or evaluating the logistical actions. -Experience conducting critical extensive assessments on the feasibility, limitations, safety and practicality of proposed resource strategies. -Experience creating near-term, intermediate and long-term planning for maintenance, troubleshooting, and repairs to facilities and equipment. -Experience negotiating and awarding contracts for facilities, equipment, support services and systems with contracting officers. -Experience managing major logistic and facility functions such as fiscal programming estimates, engineering and property assessments, and workplace designs. This position is within the Work Category SUPERVISION & MANAGEMENT at Work Level EXPERT, Series and Grade GG-0346-15. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
