You will serve as a GG-0346-14 Logistics Management Specialist in the Logistics and Facilities Directorate (N4) of US FLEET CYBER COMMAND at Fort Meade, MD, where you will conduct qualitative and quantitative analyses and perform logistics management duties to determine the effectiveness of the Logistics Capabilities Program.

Duties

You will conduct comprehensive and complex logistics support analyses to identify logistics services and material essential to support classified activities on a continuing basis. You will integrate technical and non-technical data/information from disparate sources to identify logistics and readiness gaps that degrade total force capabilities (e.g., intelligence, cyber, space, electronic warfare, information operations). You will provide technical oversight; develop logistics budget plans; and prepare and submit ground, air, and sea transportation request documents. You will apply new theories and analytic expertise to interpret readiness indicators such as equipment failures and casualty reports, material deficiencies to include shortfalls, and operational availability of special assets. You will contribute substantively to operational planning, providing logistical support for proposed operational strategies and proposing alternative courses of action. You will document requirements and findings, including life cycle costs, specialized technical support, performance-based logistics, and spares/supplies. You will perform in-depth research, prepare detailed assessments regarding findings, resolve conflicts among stakeholders, generate solutions, and provide evaluation results/regular updates to senior leadership.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Travel may be required (15%).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Conduct comprehensive and complex logistics support analyses to identify logistics services and material essential to support the organization's activities and determine the effectiveness of the Logistics Capabilities Program. 2. Define, analyze, evaluate, report, and spearhead resolution of logistics operational issues that affect assigned forces. 3. Represent logistics requirements in discussions and negotiations with external partners responsible for providing essential services and material. 4. Perform in-depth research to prepare detailed assessments regarding requirements and findings, including life cycle costs, specialized technical support, performance-based logistics, and spares/supplies.
