Position is located within PCS Surgery at the Richard L. Roudebush VA Medical Center. The purpose of Administrative Officer is to coordinate and implement all the administrative activities of the service. The position facilitates the active and complex interactions necessary for the smooth delivery of care across services within the facility. This is accomplished by working with representatives from a variety of services and requires close and in-depth coordination by the incumbent.

Duties

Duties include but are not limited to: Participates in the overall administrative, operational management, decision-making, policy development and resource allocation and utilization for the Service. Incumbent provides administrative and analytical expertise and works independently and closely on a day-to-day basis with the service supervisor, Patient Care Services in planning, identifying, resolving, and implementing complex management programs and policies related to the operation of Patient Care Services. Incumbent will be the administrative Point of Contact for the service SharePoint page, email groups, organizational charts, and Reusable Medical Equipment Program. Oversees general administrative work such as appointment calendars and scheduling of interviews and conference rooms (VAEA). Obtains and monitors the use of services, supplies, or equipment for the offices. Incumbent has the potential to serve as the VATAS Administrator for the service, this includes but not limited to certifying timecards, approving, and denying leave, premium pay, and internal voluntary reassignment requests (IVRR), and running time and leave reports as requested by PCS Management. Serve as a purchase cardholder and complies with Federal and VA Acquisition Regulation and policies, as well as local procedures. The incumbent will serve as the service's Automated Data Processing Application Coordinator (ADPAC), record liaison, key controller, and PIV sponsor. Advises the Chief and Supervisors regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, onboarding, position management, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities. Provides for the maintenance of data related to the budget and expenditure estimates in order to provide the best possible patient care within the allotted budget. Maintains the Continuing Education Unit (CEU) tracking system for certification of all PCS staff. Verifies credit eligibility with certifying agencies for PCS staff. Assist staff with external educational opportunities to include, but not limited to, internal approval process for attendance, travel arrangements, reimbursements, etc. Work Schedule: Mon - Fri 7:00-3:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with all disciplines and levels of staff. Experience working in or with the OR. Exceptional computer skills working with multiple software programs to include writing policies, standard operating procedures, meeting minutes, creating budgets, and modifying spread sheets. Experience evaluating workload and determining staffing needs. Experience in maintaining detailed reports. Experience in using business purchase card and reconciling according to policies or directives. Experience in working with other departments/services within a medical facility to achieve effective processes. Experience pulling reports and analyzing data to identify problem areas. Experience in training administrative staff on directives, policies, regulations and laws NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required.
