The Health System specialist (HSS) is located in the office of the Chief of Staff at the Tennessee Valley healthcare system. The HSS serves one complex clinical service or combined smaller clinical services (hereafter referred to at the Service(s) as the coordinator, advisor, analysis, and planner for the delivery of the health care service is for the purpose of administrative coordination and clinical support.
Duties
Major duties include:
The health system specialist is responsible in the provision of continuity between the TVHS service(s) program activities, for researching and interpreting internal and external policies, directives, survey standards and regulatory recruitments.
The incumbent will monitor the service activities including review and reporting of all workload statistics and program functions.
Ensures accurate identification, reporting, trending and interventions and education to provide efficient operations and to protect organization resources.
Prepares correspondence to local and national congressional inquiries by collecting and analyzing information and preparing responses for final signatures.
Facilitating the retrieval of medical information from external abstractors, sharing results and database with providers in accordance with the privacy act and confidentiality statuses, and recommending actions to improve the delivery of care and services.
Responsible for ensuring appropriate service response to patient concerns and collaborating with the TVHS patient advocate in the successful resolution of patient's complaints.
Coordinates activities involved in administrative investigation or root cause analysis reviews for service activities, and other internal and external reviews including investigations, surveys, and focused reviews.
Provide leadership for the design and implementation of indicators, processes and critical pathways that promote interdisciplinary efforts in the establishment of except effective monitoring, and evaluation of patient centered outcomes and organization performances.
Serves as the primary program resource to develop effective information management systems by utilizes the information to enhance and improve individual and organizational performance.
Coordinates the preparation of annual evaluation of the service quality management activities including scope of service, objectives, and effectiveness, and the annual management briefing.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of healthcare management to the planning, organization, and evaluation of the delivery of health care services to veterans. With experience in Medicine/Specialty Care, knowledge of the functions of the Medical subspecialties. Human resource activities: proficiencies for physicians/nurses, performance appraisals (initial, mid-year, and final), license renewal for physicians and nurses, competency assessments, promotions, and disciplinary/counseling consultation to the service staff. Also, experience working with HR and Credentialing, knowledge of basic clinical informatics, etc.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This position requires mobility within the TVHS environment and occasional travel to other cities for meetings and conferences.
