The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To qualify for this position, you must meet the following requirements by the closing date of this announcement:
Your experience should be sufficient to demonstrate:
Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight.
Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others.
Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
Experience applying budget and fiscal methods used in establishing and maintaining an organization.
Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.
In addition, your experience must include ALL of the following:
Experience in progressively responsible and diversified professional accounting or auditing work that requires applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities.
Experience interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships and corporations.
Experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; experience of corporate financial transactions and financial management principles and practices; and, interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and/or other similar business-related professions.
Experience analyzing data processing systems, procedures, and interrelationships with other parts of the accounting systems; experience in determining audit trails and availability of records; and experience with electronic data recordkeeping systems such as database and enterprise systems.
Experience writing programs to analyze accounting data and/or responsibility for oversight of employees performing these activities.
Experience drafting and executing statistical sampling plans and/or responsibility for oversight of employees performing these activities.
Experience managing records maintained within an Automatic Data Processing system (ADP) and/or responsibility for oversight of employees performing these activities.
